Since 2012 the Mercy Corps Syria program provides emergency, life-saving programming to displaced and besieged populations across the country through three operational hubs. Mercy Corps’ continues to position itself as the implementing partner of choice for Emergency relief programming, Water, Sanitation & Hygiene, Shelter and Livelihood programming. Furthermore, Mercy Corps operates with a wide network of local implementing partners to advise, support, and coach targeted Syrian civil society organizations to better and more efficiently serve conflict-affected communities.

The Operations Department is committed to upholding the highest standards of efficiency, integrity, and compliance across key operational functions. This includes procurement, fleet and transportation, asset management, office administration, and facility management. The department enables program delivery by ensuring all operational support systems align with organizational policies and donor requirements.

 

General Position Summary

The Operations Officer serves as the primary operations focal point in the assigned hub, responsible for coordinating all operational tasks. The role supports procurement, fleet, assets, administration, facilities, and office operations to ensure smooth program implementation in line with Mercy Corps policies and donor requirements. The Operations Officer works in close coordination with the Procurement Coordinator (Head of Procurement – Syria) to support all procurement activities, including market surveys, vendor engagement, tender support, and shipment coordination.

 


 

•                              Operations Focal Point Responsibilities

•                              Act as the primary operations focal point for the assigned hub.

•                              Coordinate all operational functions excluding IT.

•                              Ensure smooth day-to-day operations supporting program implementation.

•                              Report any operational, security, or asset-related incidents immediately to the line manager.

•                               

Procurement Coordination

•                              Coordinate all procurement activities in close collaboration with the Procurement Coordinator.

•                              Support program teams in preparing clear and complete purchase requests.

•                              Assist in conducting market surveys and vendor sourcing.

•                              Collect vendor quotations and ensure fair competition.

•                              Support tender processes as requested by the Procurement Coordinator.

•                              Follow up on procurement documentation, deliveries, and vendor performance.

 

Shipment and Movement Coordination

•                              Receive incoming shipments and ensure proper documentation and handover.

•                              Coordinate movements of goods, materials, and assets between offices, warehouses, and program locations.

•                              Liaise with warehouse/store and transport teams to ensure timely and safe delivery.

 

Fleet Management

•                              Coordinate daily and weekly vehicle movements in coordination with the Senior Operations Manager and team leaders.

•                              Collect, review, and file vehicle log sheets.

•                              Monitor fuel consumption and vehicle usage.

•                              Support timesheets, overtime, and payroll processes for drivers.

•                              Ensure regular vehicle inspections and compliance with standards.

 

Office Administration and Facility Management

•                              Ensure offices, guesthouses (GHs), and stores are functional, safe, and well-maintained.

•                              Coordinate maintenance and repair works as needed.

•                              Supervise cleaners and maintenance staff.

•                              Monitor and restock office, kitchen, and cleaning supplies.

•                              Support administration of utilities and service contracts.

•                              Follow up on leases and agreements for offices, guesthouses, and storage facilities.

 

Asset and Inventory Management

•                              Manage asset handover to new staff and ensure proper documentation.

•                              Maintain accurate asset records and tagging.

•                              Support annual asset inventories and spot checks.

•                              Coordinate asset tracking with procurement and logistics teams.

•                              Ensure proper storage, movement, and disposal of assets.

 

Security and Incident Reporting

•                              Ensure compliance with security procedures and policies.

•                              Immediately report any incidents, losses, damages, or security concerns to the line manager.

•                              Support the team in maintaining a safe and secure working environment.

 

Other Duties

•                              Conduct him/herself professionally and personally in a manner that brings credit to Mercy Corps and does not jeopardize its humanitarian mission.

•                              Perform other duties as assigned.

 

Security

•                              Ensure compliance with security procedures and policies as determined by country leadership.

•                              Proactively ensure that team members operate in a secure environment and are aware of policies.

 

Supervisory Responsibility

Cleaners, Maintenance staff, Drivers (as applicable).

Accountability

Reports Directly to: Senior Operations Manager.

Works Directly with:  Senior Operations, Programs, HR, and Finance staff.

 

Accountability to Participants and Stakeholders

the organization’s team members are expected to support all efforts toward accountability, specifically to our program participants, community partners, other stakeholders, and to international standards guiding international relief and development work. •                              University degree in Business Administration, Logistics, or a related field.

•                              Minimum 2–3 years of relevant experience in logistics, procurement, or office administration.

•                              Proven knowledge of procurement and fleet policies; experience in managing suppliers and vendors.

•                              Strong organizational, communication, and problem-solving skills.

•                              Strong organizational skills.

•                              Ability to interact effectively with international and national personnel.

•                              Good oral and written English skills.

•                              Good computer skills on MS Office programs, especially in MS Excel.

•                              A demonstrated ability to multi-task and process information into action as to not delay program activities.

•                              A clear understanding of procurement ethics and donor compliance is essential

Living Conditions / Environmental Conditions

This job description covers three positions, each based in a different geographical area, including Mercy Corps offices in Damascus, the Northwest, and the Northeast regions of Syria. Each position requires up to 30% travel to support country programs, which may include travel to insecure locations where freedom of movement is limited and amenities may be restricted.

Housing for these roles will be either shared accommodation or hotels, depending on availability in each area. Staff will have access to adequate medical services, and the overall living conditions will meet acceptable operational standards.
