
Job Purpose: Supervising the daily logistics activities and providing maintenance to the MSF equipment, facilities and infrastructures, according to MSF standards and protocols in order to maintain the facilities in perfect conditions and collaborate in the development of the mission. |
Accountabilities · Monitoring maintenance activities of infrastructures, management of non-medical stocks and equipment according to MSF standards · Ensuring the check and follow-up of facilities under the line manager's supervision through daily visits to the facilities and reporting any anomalies or problems, evaluation of the rehabilitation needs and following up minor building rehabilitation work according to supervisor's instructions; checking that premises observe security norms and monitoring the consumption of mechanical and electrical vehicles/machines/devices · Planning together with the line manager the required checks and maintenance activities of energy systems/set-up according to MSF standards · Coordinating and leading the logistics team under his/her responsibility which includes daily supervision, monitoring of the quality of work and the definition of each person's task, drawing up their working schedules; organizing and leading team meetings; participating in the recruitment of team personnel and attending logistics meetings and accounting for his activities · Ensuring the vehicle fleet maintenance which includes planning and overseeing timely preventive and curative maintenance of all project vehicles according to MSF standards and Instructing and monitoring drivers on correct driving habits and standard checks · Managing and following up orders which includes collecting logistics orders coming from different departments or health facilities; drawing up and following up orders according to the procedures in force; providing technical support to the storekeeper, makes local purchases according to MSF supply procedures and ensures reception conditions of freight or arriving material as well as the organization and setting up of materials before its shipment · Supervise all general logistic related activities for Qamishli/Hassakeh IDPs Response. · Responsible for overall infrastructure management of facilities in Qamishli/Hassakeh IDPs response that includes international staff residence, office and warehouses. · Ensure implementation of safety and applied security measures and protocols in all Qamishli Base and premises. Focal point for annual fire safety training and awareness. · In liaison with the logistic Manager, integrate adequate tools in case of emergency/ evacuation and hibernation plan. · Responsible for management and safe operation of vehicle fleet in Qamishli/Hassakeh IDPs response (Follow up preventive maintenance service, staff training as necessary). · Liaise with the mission mechanic for the service / maintenance of organization vehicle and follow the regular safety checks of the rental and MSF vehicles/. · Managing and follow up on vehicle movements according to relevant SoP, including provision of movement sheets and appropriate means of communication. Staff supervision: 1) Supervise drivers, watchmen, and the radio operator. 2) In coordination with the Logistics Manager, prepare recommendations and organize security briefings/trainings for staff under supervision. 3) Prepare work schedules/rosters for all staff under supervision. 4) Prepare leave plans for all staff under supervision. 5) Ensure that annual performance management plans and evaluations for all supervised staff are completed. · Organize weekly logistics meetings and monthly meetings for drivers and watchmen, with minutes shared with the Logistics Manager. · Ensure that a physical asset inventory system is in place for the Qamishli/Hassakeh IDPs response. · Responsible for the effective management of fuel storage (if required). · Submit to the Logistics Manager a monthly overview of fuel monitoring and verify consumption against LRS reporting. · In collaboration with the Logistics Manager, ensure the timely renewal of annual road tax registration and any other required legal documentation for the mission vehicle fleet in NES. Reposting Requirements: 1) Monthly vehicle and fleet maintenance report. 2) LRS reporting for Qamishli/Hassakeh IDPs response (except supply, ICT and Biomed)
