Position summary: 
 

Blumont is hiring two Community Mobilization Officers: one in Al Hol Camp and one in Roj Camp. The Community Mobilization Officer will coordinate the design, implementation, and evaluation of community outreach and protection-related programming for a program focused on reducing tensions and improving individual and community well-being through inclusive community engagement. The individual will contribute to the design and facilitate results-based protection programming through a consultative process with sector and/or cluster partners and ensuring Blumont age, gender, diversity and community-based protection approach. The community mobilization officer will manage all community mobilization activities with a focus on returnee and repatriation support.   
 

This is a local role; no expat benefits will be provided. Applicants must indicate the location(s) they are applying for in the application form.    

  • Supervise daily activities of community mobilizers and prepare regular reports. 
     
  • · Lead the development and implementation of community engagement strategies to increase participation and reduce barriers for marginalized groups 
     
  • · Ensure quality in the design and implementation of community cohesion activities, events, and exhibitions that support these activities based on the plan that will be shared by the protection manager. 
     
  • · Supervise the implementation of social and behavioral change activities and support the implementation of youth initiatives. 
     
  • · Oversee the implementation of the Block-to-Block approach in the camp with all activities. 
     
  • · Ensure service lists are effectively communicated to the community. 
     
  • · Support community mobilizers in fully understanding available services, including psychosocial support. 
     
  • · Monitor camp updates and adjust awareness sessions according to emerging needs and priority topics. 
     
  • · Evaluate curriculum impact and provide regular feedback reports on beneficiary outcomes. 
     
  • · Develop weekly work plans with the team. 
     
  • · Coordinate training and international day(s) events. 
     
  • · Review daily and warehouse reports.

  • · Provide recommendations to improve session quality and address protection risks. 
     
  • · Prepare and monitor Bills of Quantities for community mobilization materials. 
     
  • · Collect and archive documentation for the community mobilizers team. 
     
  • · Track and document success stories with beneficiaries. 
     
  • · Provide feedback to ensure gender-sensitive and protection-integrated approaches across all activities. 
     
  • · Support learning on protection and child protection topics and prepare technical briefs for stakeholders. 
     
  • · Ensure equity in protection by prioritizing vulnerable groups, including women, children, and persons with disabilities. 
     
  • · Coordinate with relevant programs and departments within the organization, as well as with camp management and service providers, to ensure efficient workflow and effective response. 
     
  • · Comply with humanitarian principles, program requirements, and operational policies, and report any concerns through the appropriate mechanism. 
     
  • · Provide on-the-job coaching and training for community mobilizers to strengthen facilitation and outreach skills 
     
  • · Prepare monthly narrative reports highlighting achievements, challenges, and recommendations for improvement. 
     
  • · Coordinate community mobilization and provide protection monitoring during departure trips. 
     



 

     A diploma or Bachelor’s degree in psychology, sociology, education, or other relevant fields. 
 


 

Experience and skills: 
 

  • · Fluency in written and spoken Arabic; English working proficiency is an asset. 
     
  • · Experience working as a support function officer in a humanitarian / recovery context, 
     
  • · Previous experience working in complex and volatile contexts. 
     
  • · Minimum 1-year related experience in a similar field 
     
  • · Work experience with child protection, protection mainstreaming, and GBV.  
     
  • · Ability to forge strong partnerships with agencies, NGOs, and INGOs to facilitate protection objectives. 
     
  • · Strong computer literacy and numeracy skills, and experience with office software packages (MS Word, Excel).   
     
  • · Ability to build and maintain professional helping relationships. 
     
  • · Ability to relate and communicate with diverse populations and groups. 
     
  • · Resilience, along with the ability to assess situations. 
     
  • · Have high standards of ethics and integrity. 
     
  • · Willing to submit to background checks.
