The primary function of the MEAL Assistant is to carry out assessment and monitoring activities with a view to determine the impact of the project and how it influences the lives of targeted communities. The MEAL Assistant will help conduct surveys, collect routine monitoring data and support data analysis and reporting. The MEAL Assistant will also support the implementation of the programme accountability framework including a complaints and response mechanism.

  • Assist the MEAL Officer in baseline data collection and target-setting according to project objectives. 

  • Contribute to the design and refinement of project-related MEAL tools and methodologies. Conduct regular field visits, assessments, and monitoring activities, including surveys, focus group discussions, and individual interviews in targeted communities. 

  • Prepare narrative and monitoring reports in collaboration with the MEAL Officer and support in drafting case studies for learning and donor communication. 

  • Contribute to building the relevant of staff by supporting training in monitoring and assessment methodologies. Maintain accurate and efficient data collection systems in collaboration with field and partner staff Support the design, daily functioning, and promotion of the Complaints and Response Mechanism (CRM), ensuring accessibility for beneficiaries.

  • Record and track complaints and feedback from beneficiaries and implementing partners in the accountability database. 

  • Ensure visibility and awareness on accountability mechanisms through posters, leaflets, feedback boxes, and other materials.

  • Other duties as assigned.

Design

  • Support the development, maintenance, and update of project MEAL systems, results frameworks, log frames, and MEAL plans in collaboration with program staff.

  • Contribute to the design and refinement of project-related MEAL tools and methodologies.

  • Assist in baseline data collection and target-setting according to project objectives.

Monitoring

  • Conduct regular field visits, assessments, and monitoring activities, including surveys, focus group discussions, and individual interviews in targeted communities.

  • Support the development, field testing, and adaptation of MEAL tools, ensuring alignment with project indicators.

  • Maintain accurate and efficient data collection systems in collaboration with field and partner staff.

  • Enter, manage, and analyze monitoring data, supporting the preparation of monthly, quarterly, and donor reports.

  • Monitor program compliance with policies and procedures and provide feedback to project teams.

  • Prepare narrative and monitoring reports in collaboration with the MEAL Officer and support in drafting case studies for learning and donor communication.

Evaluation and Assessments

  • Assist in the design and implementation of internal assessments, surveys, and evaluations.

  • Support the preparation of presentations, reports, and learning products based on evaluation findings and lessons learned.

  • Contribute to the documentation and cataloguing of achievements, lessons learned, gaps, and best practices for program improvement and donor reporting.

Accountability

  • Support the design, daily functioning, and promotion of the Complaints and Response Mechanism (CRM), ensuring accessibility for beneficiaries.

  • Record and track complaints and feedback from beneficiaries and implementing partners in the accountability database.

  • Ensure visibility and awareness on accountability mechanisms through posters, leaflets, feedback boxes, and other materials.

  • Collaborate with the Accountability Officer and/or MEAL Officer to incorporate accountability elements into assessments, monitoring, and evaluations.

Learning

  • Assist in organizing reflection sessions and learning reviews with program teams to share findings, trends, and recommendations.

  • Support in integrating lessons learned into current programming and the design of future projects.

  • Contribute to building the MEAL capacity of staff by supporting training in monitoring and assessment methodologies.

General

  • Support the flow and accuracy of MEAL information and ensure deadlines are met.

Mandatory Qualifications required

 

Essential

•Bachelor’s degree in social sciences, development, or related discipline; a Master’s degree is a plus.

•Formal training in monitoring, evaluation, and learning methodologies is an asset (Preferred)

•Up to 2 years of relevant experience in MEAL or field data collection; experience with NGOs is a plus

•Proven experience with the following: 

·Conducting M&E activities for trainings (pre/post tests) and workshops

·Data collection through household visits, interviews, and FGDs.

·Data Interpretation, Data Analysis, and Data Representation.

·Report writing skills. 

•Willingness to undertake regular field visits.

•Familiarity with data management and digital data collection tools such as Excel, KoboToolbox, ODK, CommCare, and/or Power BI is a plus.

•Strong interpersonal skills and proficiency in English and Arabic.

•Advanced interpersonal, written and verbal communication skills in English and Arabic

•Good organizational and time management skills, with the ability to meet deadlines.

•Strong problem-solving and critical thinking skills.

•Ability to work collaboratively with diverse teams and community members.

Desirable

•Previous experience in M&E and/or in Health sector.

•The ideal candidates will come from the geographic areas targeted and be a respected member of the community

 

 

Skills and Languages

  1. Arabic __________________________ Level: Fluent.
  2. English__________________________ Level: Basic.

 

Competencies:

  • Familiar with using online data collection platforms like KoBo.
  • Conducting M&E activities for trainings (pre/post tests) and workshops
  • Data collection through household visits, interviews, and FGDs.
  • Data Interpretation, Data Analysis, and Data Representation.
  • Report writing skills.

 

The salary will be defined regarding the SAMS’s Office salary scale on-going.
