The Business Development and Reporting Manager (BDRM) leads  Syria’s resource mobilization and donor engagement efforts, ensuring high-quality program design, proposal development, and strategic reporting. Reporting to the Assistant Country Director for Programs, the BDRM provides strategic direction and technical leadership to strengthen ’s fundraising, donor compliance, and portfolio growth. The BDRM is expected to research donor priorities, develop funding trends analysis, develop donor engagement plans, funding strategies, and set funding targets. This role manages 2 BDR Coordinators and oversees the development of competitive proposals and donor reports while ensuring alignment with ’s strategic priorities, and donor requirements. S/he coordinates closely with  program teams and  members to ensure to bridge the gap between needs and funding, seeking to identify and create funding opportunities, also with innovative donors. In addition, the BDRM plays a key role in building donor relations, and contributing to strategy development, advocacy, and external representation to enhance ’s positioning and impact across Syria.

  • In order to expand and diversify ’s funding base and support  in ensuring it responds to humanitarian needs and advances its strategic priorities: 
     
  • · Proactively identify, analyze, pursue, and manage new funding opportunities aligned with  Syria’s strategic priorities. 
     
  • · Ensure  (especially Country Director, ACD and other critical team members) maintain strong relationships with donors, partners, and stakeholders. 
     
  • · Lead donor engagement strategies, including positioning, and maintain a donor contact list. 
     
  • · Support donor engagement with the preparation of presentations and talking points. 
     
  • · Represent the org with donors, potential partners, and in relevant forums, as requested.  
     
  • · Carry out competitors analysis, SWOTs, and lead on identification of Unique Selling Point for new opportunities. 
     
  • · Manage and update FORT and COMFORT regularly (internal pipeline and opportunity tracking system) 
     


 

Donor Priorities Research, Funding Trends Analysis, and Strategic Guidance 
 


 

  • · Ensure  Syria’s Business Development efforts are informed by donor priorities and funding trends, so the org stays competitive in a shifting funding environment, anticipating trends: 
     
  • · Monitor donor priorities and policy changes. 
     
  • · Analyze funding trends and develop/update ’s Funding strategy and Funding Goals based on those.

  • · Advise leadership and program teams on donor engagement and opportunity positioning, based on funding analysis and strategic priorities. 
     
  • · Ensure funding strategy is aligned with funding trends and  Syria programatic strategy.  
     


 

Proposal Development and Reporting Oversight 
 


 

Ensure the team develops high-quality and timely proposals and reporting to maintain donor confidence: 
 

  • · Assign team responsibilities on proposal development and reporting. 
     
  • · Lead on internal Go No Go processes. 
     
  • · Ensure the team maintains a Program and Reporting Monitoring Tool. 
     
  • · Oversee the submission of high-quality proposals (in case of necessity/on occasion, develop the proposals), ensuring internal markers are systematically used. 
     
  • · Oversee the production of accurate, timely donor reports; ensuring compliance with donor and the org standards. 
     
  • · Ensure kick of meetings are organized for awarded proposals and that IPIA contracts are signed, in coordination with finances and grants team.  
     


 

Team Leadership, Capacity Building, and Coordination 
 


 

  • · Lead, supervise, and mentor all staff in the Business Development and Reporting unit. 
     
  • · Maintain strong relations with  members.  
     
  • · Foster a high-performing, accountable, and collaborative organizational culture aligned with the org values. 
     
  • · Ensure performance management, professional development, and well-being of staff are supported and monitored. 
     
  • · Promote effective cross-functional coordination, communication, and knowledge-sharing within the Syria office and with the broader  confederation. 
     



 

  • Bachelor’s degree in a relevant field (Social Sciences, Development Studies, Public Administration, Business Administration, or related field) or equivalent combination of education and work experience. 
     
  • · At least 5 years of professional experience in business development, donor reporting, grants management, or resource mobilization in humanitarian or development contexts. 
     
  • · Proven track record of successful proposal development for institutional donors (e.g., USAID, FCDO, ECHO, GFFO, UN agencies, private sector, foundations). Demonstrated experience in analyzing funding trends / donor priorities to inform funding and program strategy. Demonstrated experience enaging with donors and stakeholders. Strong knowledge of donor compliance requirements and reporting standards. 
     
  • · Excellent English skills (writing and oral); ability to synthesize complex information into compelling narratives.  - Ability to meet tight deadlines under pressure, to think strategically and creatively.
