Reports to: Humanitarian Access and Security Advisor (HASA) – Raqqa

Technical Support to: Field Manager (Base Level)

Supervises: Static Security Guards (Base Level)

Contract Type: Fixed-term, 6months

General Purpose of the Role

The HASO is responsible for supporting the implementation of MdM’s safety and access strategy in their

respective base. Working under the technical supervision of the HASA and in close coordination with the

Field Manager, the HASO ensures the safe and sustained access of teams to program areas, the

contextual analysis and risk mitigation planning at base level, and the application of MdM’s security

protocols. The HASO plays a critical role in maintaining field-level relationships with key local

stakeholders, including security actors and local authorities, to enhance MdM’s access and operational

safety in Northeast Syria (NES).


 

 Safety System:

• Support the HASA in implementing the Security Management Plan at the base level.

• Ensure day-to-day compliance with MdM’s SOPs related to base-level security and safety.

• Regularly collect, verify, and analyze local security information in line with planned field activities; promptly

share relevant updates and recommendations with the HASA and Field Manager.

• Contribute to the development and updating of comprehensive security risk assessments and context

analyses for base locations and project sites.

• Monitor the local security context closely to provide anticipatory guidance to staff and management.

• Facilitate incident response at the base level, ensuring timely reporting of all security incidents to the HASA

and Field Manager, using the prescribed incident report format.

• Conduct daily security briefings for drivers and ensure their awareness of movement SOPs and road safety

protocols.

• Conduct security inductions and briefings for new staff, visitors, and prior to any movement.

• Support HASA/Field Manager in maintaining updated security management tools/protocols.

2- Movement & Site Security:

• Conduct pre-movement security assessments and clearances, providing go/no-go recommendations to the

HASA and Field Manager.

• Monitor and coordinate field movement plans (bi-weekly and weekly) and ensure consistency with security

advisories.

• Carry out base and guesthouse security risk assessments for new premises in coordination with the HASA.

• Participate in regular visits to MdM PHCCs and field locations to assess security dynamics and support safe

programming.

3- Access Facilitation & Stakeholder Engagement:

• Maintain close coordination with local authorities and community-level actors to support access negotiation

and resolve access constraints.

• In collaboration with program teams and under the guidance of HASA/Field Manager, contribute to building

and maintaining strong relationships with security stakeholders, ensuring regular and coordinated

engagement.

• Ensure that all access issues, denials, or restrictions are documented and reported to the HASA using MdM’s

access reporting tools.• Manage and secure movement approvals for staff, assets, and cargo in line with local authority requirements.

4- Training & Capacity Building:

• Identify training needs related to security and safety (e.g., personal security, first aid, radio communication,

incident response).

• Facilitate or coordinate training sessions for staff, drivers, guards, and others on key safety protocols.

• Organize regular refresher sessions to maintain staff readiness and awareness of evolving threats and

mitigation measures.

• Orientation on security protocols for the new joiners.

5- Security Guard Management:

• Supervise base-level security guards and ensure adherence to duty schedules, rotation plans, and protocols.

• Monitor the guards’ performance, ensuring they are well-informed of MdM's code of conduct, security

policies, and incident protocols.

• Ensure appropriate deployment of guards to cover critical premises (e.g., office, guesthouse, warehouse) in

line with assessed risks.


 

 University degree in security management, political science, international relations, or a related

field (desirable).

• Minimum 3 years of experience in access and security roles, preferably with INGOs in conflict-

affected areas.

• Prior experience in NES or similar contexts is highly desirable.

Preferred Skills

• Strong analytical skills and understanding of conflict dynamics.

• Ability to maintain confidentiality, discretion, and neutrality.

• Demonstrated experience in stakeholder engagement and access negotiation.

• Familiarity with humanitarian principles and INGO operating standards.

• Fluency in Arabic and good command of English (spoken and written) is essential.

• Good interpersonal and coordination skills.

• Technical Skills

• Proficiency in Microsoft Office (Word, Excel, Outlook).

• Basic knowledge of GPS tools, communication devices (satphone, etc.).

• Report writing and incident documentation
