To manage field-level implementation of the distribution plan at assigned location, ensuring that activities are well organized, properly documented, accountable to beneficiaries, and implemented in line with agreed quality and monitoring standards.


 

·       Lead the day-to-day organization of the distribution process at the assigned location and ensure implementation follows the approved site plan, timeline, staffing structure, and beneficiary targeting approach.

·       Coordinate closely with the Distribution Supervisor regarding site readiness, staffing requirements, stock availability, forms, visibility materials, and any operational constraints that may affect implementation.

·       Supervise distribution team members at site level and assign roles clearly for beneficiary flow management, registration support, crowd control, communication, complaint intake, stock handling support, and record keeping.

·       Confirm that received items and kits at the site match dispatch documentation and approved quantities, and immediately report discrepancies, damaged items, or shortages to the supervisor.

·       Support spot checks on the quality and completeness of kits at site level before distribution starts and ensure damaged or incomplete items are separated and reported.

·       Ensure the distribution area is arranged in a safe, orderly, and dignified manner, including beneficiary waiting areas, help desks, entry and exit flow, and practical arrangements for persons with specific needs where feasible.

·       Coordinate with local authorities, community focal points, and relevant actors present at site in consultation with the supervisor to facilitate smooth access and implementation.

·       Ensure distribution teams communicate clearly with beneficiaries on eligibility, process steps, entitlements, and available feedback channels before and during distribution.

·       Monitor the quality of beneficiary verification and record keeping throughout the activity, ensuring that lists, signatures or alternative verification methods, and stock records are completed accurately and consistently.

·       Document site-level observations, challenges, beneficiary concerns, incidents, and actions taken, and submit complete daily updates to the Distribution Supervisor.

·       Support on-site monitoring activities and facilitate the work of MEAL staff or monitors during observation, spot checks, and data collection exercises.

·       Ensure accountability and safeguarding standards are respected by all team members and promptly escalate any complaint, protection concern, misconduct issue, or security incident through the appropriate channels.

·       Take responsibility for final site-level reconciliation of distributed items against records and remaining stock, and ensure all paper and electronic files are submitted in an organized manner after each distribution day.

·       Perform any additional duties reasonably assigned by the Distribution Supervisor in support of quality implementation.

 


 

·       Diploma or bachelor’s degree in any field; a degree in social sciences, administration, logistics, or related discipline is an advantage.

·       At least 2 years of work experience in government, NGO, or humanitarian settings, preferably including field distributions, beneficiary data handling, or community-based activities.

·       Experience supervising small teams and coordinating with local stakeholders in operational settings.

·       Good organizational skills, report writing ability, and confidence using standard distribution forms and basic office software.

·       Knowledge of humanitarian principles, accountability, and protection-sensitive approaches is an asset.

·       Ability to speak the local language used in the area of operation; basic English is an asset.
