Job Profile:
Under the management of the Protection Officer, the Community Mobilizer will support the development, organization and implementation of protection activities at community level in the catchment areas of the Protection Unit. She will liaise with community focal points and networks as well as with local authorities. The Community Mobilizer will also foster coordination with RI Community Health Workers in order to develop, whenever possible, joint activities (integrating Protection and SRH). Under the lead of the Protection Officer, the Community Mobilizer will foster timely coordination and communication with local authorities in order to ensure that activities can take place smoothly, support other technical team’s activities in the catchment communities when services at field level are required. S/he will also liaise with local community groups, NNGOs and INGOs present in the catchment area and facilitate the contacts to the Protection Officer, maintain the safety and integrity of project operations particularly as they relate to participants attending community-based activities.
Accountability and Complexity
· Develop, organize and implement risk mapping and mitigation activities, awareness sessions at community level, and facilitate community dialogue
· Conduct surveys and assessments and gather protection data at community level
· Facilitate FGDs (Focus Group Discussions) to identify program gaps and monitor services quality
· Identify challenges that women and girls are facing in accessing services and work together with protection staff to minimize such barriers
· Assist in identifying members of the community that are facing protection-related issues and provide them with information on available services
· Work closely with all PU staff and technical team to carry out GBV mainstreaming activities
· Encourage full participation by all community members, paying special attention to women and girls (especially by supporting the identification of safety and access barriers at community level).
· Build networks within the community

· Assist in monitoring and evaluation of the project throughout the program cycle
· Prepare activity sheets and collection of M&E data as per requirements of the M&E Assistant
· Conduct outreach activities to identify returnee individuals and families within the community, with a focus on women, girls, and other vulnerable groups
· Support returnee mapping exercises to understand protection risks, needs, and service gaps affecting returnees
· Raise awareness among returnees on available protection services, GBV services, and referral pathways
· Assist returnees in accessing basic services, including healthcare, legal assistance, psychosocial support, and documentation services
· Identify specific protection risks faced by returnees (e.g. housing, land and property issues, lack of documentation, stigma, safety concerns) and report them to protection staff
· Facilitate community dialogue sessions aimed at promoting social cohesion and peaceful reintegration of returnees
· Support the organization of awareness sessions tailored to returnees, addressing safety, rights, and available support mechanisms
· Contribute to updating service mapping to ensure services accessible to returnees are included and shared
· Work with community leaders and local committees to support acceptance and inclusion of returnees within host communities
· Refer returnees with identified protection concerns to relevant service providers and follow up on referrals as appropriate
· Monitor and report on emerging protection trends and challenges affecting returnees
· Contribute to monthly and quarterly reports as required by the Protection Officer
· Other tasks as requested by Protection Officer

Skills, knowledge and expertise required for the role.
Essential criteria
· University degree in Education, Sociology or any related fields of the university degree
· A university degree in Human and social science is preferred
· One year of experience with humanitarian organizations, governmental or nongovernmental
· Strong commitment to gender equality and equity
· Good knowledge of communities in the catchment areas
· Basic computer skills
· Experience in working with young adults and women
· Experience in community mobilization and outreach
· Strong communication skills
· Handling insecure environment
· Diplomacy and good listener particularly when working with sensitive topics
· Planning and delivering results

· Communicating with impact and respect
· Maintaining confidentiality and impartiality
Desirable criteria:
· Knowledge of English language.
· Experience working in working with Women and Girls and Protection sectors.
Familiar with geographical areas in Dez.
