
Position: Primary Healthcare Specialist
Location: Raqqa Governorate, Syria
Reports to: Health Coordinator
Definition of the role
The Primary Healthcare Specialist , based in Raqqa, will be an integral part of UPP Health Department between and be responsible for providing technical assistance in implementation and quality assurance of the Primary Health and Emergency Referrals services interventions established by UPP in Raqqa under guidance and technical support from the Health Coordinator, in close collaboration with Directorate of Health to ensure qualitative access to essential Primary Healthcare Services by the population.
Provide technical support to targeted PHCCs in Raqqa, ensuring highquality healthcare delivery through regular supportive supervision, mentorship, and coaching of healthcare workers.
• Conduct daily and routine supervisory visits to assigned health facilities to monitor performance and adherence to standards.
• Oversee all health program components, including surveillance, communicable diseases, emergency care, child health and nutrition, NCDs, reproductive health, and community health.
• Strengthen and support the emergency referral system, coordinating closely with the Raqqa Governorate Ambulances and the Referrals Desk.
• Maintain regular coordination with the DoH, Health Department, and other stakeholders, participating in technical meetings, project reviews, and discussions as required.
• Produce monthly disease trend analyses, supervision reports, training updates, medical stock updates, and situation reports for assigned facilities.
• Deliver targeted training, coaching, and onthejob mentorship for frontline healthcare workers on clinical management, IPC protocols, and other priority topics.
• Ensure effective emergency and outbreak response in supported facilities, activating response plans in collaboration with the Health Department and relevant partners.
• Supervise Health Promotion, Community Engagement, and RCCE activities, guiding CHWs in planning and implementing awareness campaigns.
• Coordinate with logistics and supply chain teams to ensure timely provision of medicines, supplies, and equipment to supported facilities.
• Work with the MEAL/IM team to maintain accurate HMIS, ensure data quality, analyze morbidity trends, and respond promptly to abnormal disease patterns.
• Collaborate with the Program Manager and Health Coordinator to prepare monthly and quarterly internal and donor reports, highlighting key outcomes and program impact.
• Represent UPP in external coordination platforms, including meetings with DoH, WHO, and other partners when delegated.
• Work closely with other health department team members to ensure coherent and effective implementation of health services.
• Coordinate with other departments to support integrated and timely execution of the project workplan.
Medical Degree (Degree in Medicine, or Nursery with proven expertise)
• Minimum 5 years’ experience in the health sector and within INGOs, including intensive experience in healthcare management and overseeing implementation of health programs.
• Experience in clinical mentoring, service quality improvement, and emergency care and emergency referrals networks.
• Proficiency in WHO/MoH protocols and healthcare quality assurance.
• Experience with HMIS, MEAL tools, and case tracking systems.
• Fluency in English spoken and written.
• Willingness to travel regularly within NES and work in insecure environments.
Merit Accreditation (Assets)
• Master’s degree in Healthcare Management, Public Health, or Global Health.
• Knowledge of GBV-sensitive and protection-integrated programming.
• Familiarity with the humanitarian health cluster system.
