The Community Engagement Manager (CEM) will lead the design, piloting, and implementation of MdM-ES’s Community Engagement Strategy in Northeast Syria, ensuring that community-based actions effectively complement primary healthcare services and strengthen community resilience. The position will focus on advancing preventive public health approaches, expanding service coverage through community structures, and promoting sustainable, community-owned mechanisms that can continue beyond the project lifecycle. 
 


 

Working under the supervision of the Deputy Country Coordinator Programs, and in close coordination with the Medical Coordinator and program teams, the CEM will ensure that community engagement activities are fully aligned with MdM’s health, nutrition, MHPSS, and GBV priorities. The position will also provide direct line management to Community Health Workers (CHWs) and progressively support the transition of community-led actions to Community Support Groups (CSGs).

  • Strategy Development and Leadership:  
     
  • · Lead the development, documentation, and piloting of MdM-ES’s Community Engagement Strategy in line with the Strategic Action Plan and public health priorities. 
     
  • · Define clear objectives, results, and sustainability pathways for community engagement interventions, with a strong focus on prevention, behavior change, and preparedness. 
     
  • · Ensure the strategy integrates gender, age, disability, and diversity considerations, as well as protection and GBV risk mitigation. 
     
  • · Contribute to proposal development and donor reporting related to community engagement components. 
     


 

  • 2. Community Structures and Sustainability 
     
  • · Support the establishment or revitalization of CSGs to lead community-based interventions and expand outreach coverage. 
     
  • · Ensure CHWs play a central role in initiating, mentoring, and progressively handing over community interventions to CSGs. 
     
  • · Design and oversee capacity-building plans for CSGs, including training on social mobilization, health promotion, emergency preparedness, referral pathways, and community leadership. 
     
  • · Promote community ownership of preventive health actions to ensure continuity of engagement after MdM support phases out. 
     


 

  • 3. Public Health Prevention and Emergency Preparedness 
     
  • · Strengthen the preventive component of primary healthcare through structured community awareness campaigns on health, nutrition, SRH, MHPSS, GBV prevention, and communicable disease risks.

  • · Support communities to act as first responders during health emergencies by building local capacity for early identification, referral, and risk communication. 
     
  • · Ensure strong linkages between communities and PHCs to improve timely access to services and referrals. 
     


 

  • 4. Team Management and Supervision 
     
  • · Provide direct supervision, coaching, and performance management to CHWs. 
     
  • · Ensure CHWs are equipped with appropriate tools, guidance, and training to implement community engagement activities effectively. 
     
  • · Promote a clear transition plan whereby CHWs gradually shift from direct implementation to mentorship and support roles for CSGs. 
     


 

  • 5. Coordination and Integration 
     
  • · Work closely with the Medical Coordinator, MHPSS Coordinator, health, and MHPSS teams to ensure community engagement activities align with clinical services, public health priorities, and referral systems. 
     
  • · Coordinate with protection, MHPSS, and GBV actors to ensure safe, ethical, and survivor-centered approaches at community level. 
     
  • · Participate in relevant coordination mechanisms and represent MdM-ES in community engagement or accountability working groups when required. 
     


 

  • 6. Monitoring, Learning, and Accountability 
     
  • · Contribute to the development of monitoring tools to assess the effectiveness, coverage, and sustainability of community engagement activities. 
     
  • · Document lessons learned and best practices from the pilot phase to inform scale-up or adaptation of the strategy. 
     
  • · Support accountability to affected populations through feedback mechanisms and community consultations. 
     


 

Note: This position is based in Raqqa Governorate and duty-station may change due to organizational requirements. This position may regularly travel within NES, subject to security conditions.

  • Degree in Public Health, Social Sciences, Community Development, Humanitarian Studies, or a related field  
     
  • · Minimum 5 years of experience in community engagement, social mobilization, or public health programming in humanitarian or fragile contexts. 
     
  • · Demonstrated understanding of local community structures, power relations, social norms, and cultural sensitivities, with the ability to navigate diverse stakeholder interests. This includes analyzing community dynamics, identifying vulnerable and marginalized groups, and adapting public health and engagement approaches to ensure inclusive, effective, and conflict-sensitive interventions. 
     
  • · Proven experience establishing or working with community groups, volunteers, or community health workers. 
     
  • · Experience supervising teams and managing field-based staff. 
     
  • · Strong understanding of primary healthcare, prevention, and community-based public health approaches.
