
The Grants Coordinator oversees and manages the project's grant portfolio of a program focusing on reducing tensions and improving well-being through community engagement in and outside of displaced camps in northeast and central Syria. The coordinator will work in close coordination and consultation with the Program Director, technical unit directors, the HQ Office of Contracts and Grants. The Grants Coordinator will supervise the Grants Assistant. The Grants Coordinator provides leadership and guidance to award and implement grants, contracts, and sub-awards and assists in preparation and review of program budgets and plans and ensures the timely submission of required reports. The Grants Coordinator advises staff on matters related to preparation and administration of proposals, procurement, contracts, sub-awards and related compliance issues.
The Grants Coordinator, in line with best practices and in keeping with applicable regulations, works to prevent, detect, and correct violations of law, regulations, policy and procedures; assures the establishment of compliance-related policies and procedures for project operations; provides timely internal reporting of questionable or inappropriate activities to enable timely investigation and resolution of contractual matters; and assures appropriate corrective action is taken to prevent recurrence of misconduct. Responsible for ensuring that all staff members and partners engaged in grant making activities are trained and comply with the organization's safeguarding policies and procedures.
Primary responsibilities include, but are not limited to the following:
· Supervises the awarding and administration of the project’s grants component.
· Maintains administrative procedures for the grants management cycle.
· Responsible for ensuring proper adherence to Blumont and donor procurement policies and procedures.
· Maintains and administrations procedures for the grants management cycle
· Helps ensure that overall project grant making processes and timelines are relevant and realistic to ensure project grants processes can be completed within planned timeframes.
· Maintain the appropriate systems and tools to forecast and track the status of grants;
· Ensures that all grant cycle project files are full and complete and contain all required documentation.
· Supervises the timely processing of all grant closeouts, and drafts and revises templates for program staff and grantees to manage their grants efficiently and transparently in compliance with Blumont and donor guidelines.
· Liaises with senior management and key external partners and entities on key relevant grant-related issues including vetting, legal and regulatory matters, etc.
· Facilitates interaction where necessary with other units on grants matters.
· Manages the achievement of grant results.
· Reviews all sub grantee’s payments for compliance with contractual terms and conditions.
· Ensures technical approval/review is provided for all reported deliverables per grantee’s payment requests.
· Collaborates with compliance audits for issues related to the grants program;
· Coordinates activities of the finance staff in the areas of fiscal management, audit, and financial reporting for all grants;
· Maintains communication with the program team and sub grantees to ensure smooth administration of the grants process.
· Facilitates interaction where necessary with other units on grants matters.
Travel Requirements:
· Damascus-based position, with 30% travel to Field Programming Areas including Roj and Al Hol camps.
