
Job Summary
The Medical Coordinator (MC) is responsible for planning, coordinating, executing, and overseeing the activities of the for the Department of State (DoS) funded Primary Healthcare Clinic (PHC) in Al-Roj Camp in Derik, Northeast Syria. The MC will be responsible for strategizing, planning, and executing the program goals and objectives while also conducting all monitoring and evaluation (M&E) and reporting requirements for the program. The MC will be responsible for writing program documents including program progress reports, monitoring and evaluation reports, and other documents required by the donor and OUR ORGANIZATION IN Syria. The MC will also be responsible for maintaining all patient records, referrals, medical and pharmaceutical inventories. He/she will also be responsible for managing and reporting field expenses allocated to activities of the project. He or she, under the guidance of the PM, will act as the focal point/liaison between NES and the camp administration, UN agencies, state and local authorities, non-state actors, and any other relevant stakeholders related to the project.
Additionally, the MC will manage and supervise staff under the project exhibiting servant leadership. The MC will be responsible for ensuring the daily workflow and treatment protocols are followed per guidelines and global standards. This position requires commitment and understanding of OUR ORGANIZATION IN Mission and Statement of Faith, as well as agreement and compliance with the statement of faith and policies
Hours:
40+ hours/wk (field time expected)
General-

Technical-
Program Implementation:
• Gain thorough understanding of the Department of State (DoS) guidelines for programming and reporting as well as the ORGANIZATION’S medical program standards and protocols.
• Liaise with the Roj camp administration and UNHCR in Roj camp to gain thorough understanding of the demographics, health needs, and effective modalities of healthcare for people residing in the camp.
• Thoroughly study the Standard Operational Procedures (SoPs) including security protocols pertaining to conducting activities in camps and adapt program strategies and activities accordingly.
• Familiarize with global and national health guidelines, protocols, and monitoring requirements for OUR ORGANIZATION, DoS, CA, UNHCR, and health clusters.
• Familiarize with all medical and legal procedures and protocols pertaining to providing healthcare in refugee camp settings and referral criteria and protocols.
• Work in conjunction with the PM to design and develop detailed activity and monitoring plans for the program. Ensure plans are strategic and concrete with realistic frameworks and goals.
• Responsible for the execution of activities against all set objectives. Ensure the implementation of the project is accomplished in a timely manner, providing suggestion for any deviations and potential solutions.
• Develop appropriate monitoring and evaluation tools and familiarize with the OUR ORGANIZATION and DoS M&E methodologies, protocols and reporting systems.
• Meeting with CA, government, sector leads, local authorities to obtain necessary permissions, access and travel documents.
• Manage finances allocated to project activities under the supervision of the PM ensuring budgets are spent as planned in line with project activity plans and deviations are explained to the program manager monthly.
• Hold the primary responsibility of managing medical inventory of the program. Provide periodic update about the stocks and consumption to PM.
• Initiate purchase requests timey for restocking medical supplies for smooth program flow.
• Coordinate and liaise with OUR ORGANIZATION and CA security department and enforce those protocols to ensure that staff movements, presence in the camp, and patient referrals are done in utmost safety of staff and beneficiaries.
• Act as the ORGANIZATION’s primary focal point for the health cluster for health activities in camps in northeast Syria. Discuss relevant information from the working groups and clusters with the PM for program directions, strategies, quality, and partner communication, and stakeholder management.
• Attend technical working groups an cluster coordination meeting.
• Liaise with M&E officer- ORGANIZATION for timely submission of all reports required by the clusters, CA, UNHCR, and OUR ORGANIZATION.
• Conduct periodic After-Action Reviews (AAR) with the team to evaluate program performance and deviations. Discuss with the PM as necessary.
• Analyze the database periodically to assess program quality and inform the PM any deviations observed.
• Manage fleet assigned for the program.
• Manage and oversee any patient referrals outside the camp. Be the primary focal point between OUR ORGANIZATION and specialists for secondary referrals.
• Assist with translation of documents/curricula between Arabic and English.
• Submit weekly, monthly, quarterly, and annual/final reports by the deadline outlined by the PM.
• Assess, manage, and report critical concerns of team members

Staff Supervision:
• Provide overall supervision and support the team members the ensuring personal and professional development of staff through regular performance reviews and ongoing training
• Ensures all staff are adequately trained and understand their role.
• Communicates respectfully and effectively with all staff.
• Facilitate regular team meetings with the team ensuring team members are kept informed of issues relevant to their work and providing opportunity for feedback.
• Attend to critical concerns of staff and provide leadership for problem solving.
• Conduct team building activities to motivate, and enhance the wellbeing of staff.
• Assess, manage, and report critical physical, emotional, or spiritual concerns of supervised staff.
Network and Coordination:
- Under the guidance of the PM, liaise and coordinate with CA, regional and local level authorities, NGOs, and other stakeholders to share information, discuss, negotiate, and report matters relevant to the program.
- Represent Samaritan’ Purse health sector camp activities in relevant cluster/sector coordination groups.
Reporting and finance management:
- Generate all required (narrative, M&E, and finance) reports and share with the PM. Submit all external reports such as 4Ws as required.
- The reports are to be accurate and true representation of the achievement, challenge, solutions, and lessons learned.
- Submit field expense reports (FERs) according to good stewardship principles and OUR ORGANIZATION policies.
Procurement, inventory, asset management:
• Assess procurement needs for the program, create PRs, and work with the procurement team to maintain a steady supply of material needed for the program.
• Coordinates with operations and procurement to ensure quality and safety of storage of all items.
• Create and maintain tracking systems to ensure sufficient inventories for activities.
Regularly communicates with the HPM to relay general flow, success, and challenges of the program.
Security -
• Adhere to OUR ORGANIZATION security management plan
• Report any security incidents or concerns to HPM or security personnel immediately
Communication and Coordination -
▪ Interpret as necessary between Arabic / Local language and English for the HPM and other ORGANIZATION’S staff.
▪ Coordinate and Liaise with members of other ORGANIZATION’S departments (Operations, security, HR, finance, etc.) to ensure all objectives of the program are met

Education / Experience Needed
▪ MBChB/Pharmacist/Nursing/public health or equivalent degree.
▪ At least three years of post-qualification experience working with medical programs.
▪ Prefer previous experience working for an NGO in healthcare
▪ Experience in healthcare management.
