Conduct health commodities consumption analysis and maintain forecasting tools updates.
2. Conduct medical equipment needs assessment in collaboration with the UPP medical team and partners’ counterparts.
3. Preparation of forecasts to ensure the correct estimations of needs for medical supplies and conduct a regular need assessment for medical equipment at Health facilities level.
4. Technically advise upon the procurement process from the medical/technical perspectives, bearing in mind the quality and adequacy of medical equipment and supplies, and in coordination with the health department related to the needs in different facilities.
5. Conducting quality assessments of medical supplies and medical equipment, supporting the logistics and medical departments in identifying the best quality, in accordance with international standards.
6. Carry out assessments of suppliers’, UPP’s, partners’ and Health Facilities’ warehouses to perform quality and status assessment of medical commodities (medical equipment and medical supplies), in order to ensure compliance with UPP’s WH and pharmacy storages best practices and requirements.
7. Ensure supervision and support during installation of devices in health facilities, providing guidance and technical support when needed.
8. Responsible for UPP general inventory of medical equipment and conducting regular inventory checks for medical equipment at field level.
9. Follow up the pharmacies' requests for medical consumables (ordinary/urgent) in coordination with the partner’s Med-Coordinators and KRC WH manager, as well as UPP’s shipment officer.
10. Coordinate and supervise health facilities in collaboration with the pharma supply chain officer and partners counterparts.
11. Ensure health facilities’ monthly requests for medical commodities are prepared and submitted in a timely manner.
12. Actively collaborate with the warehouse manager and implementing partners, maintaining an effective working relationship and coordination.
13. Provide technical support to the implementing partners’ counterparts, to support staff in meeting medical supply chain requirements as per their partnership agreement with UPP, such as best practices in medical stock management, quality checks and distribution.
14. Ensure donations and loss reports are drafted and sent to the Logistics Manager.
15. Actively participate and collaborate in relevant coordination meetings.
16. Ensure the related indicators are properly monitored in order toreach the main goal of zero stockouts in both warehouse and health facility levels.
Procurements
1. Contribute to the sourcing of medical products at local level to ensure all procurement meets the standards of UPP and donor.
2. Support pre-qualification exercises with the support of the logistics manager.
3. Provide support in reviewing and drafting medical procurement requests to ensure compatibility and rationale with the program'sactivities.
4. Support the procurement department in defining specifications for the provision of medical consumables and medical equipment and contributing to tender evaluation.
5. Contribute to drafting and reviewing donor proposals and budgets that include pharmaceutical/medical supply components, in close collaboration with the logistics manager, medical supply chain officer, health team and local partners.
6. Archives of documents and tools related to the medical supply chain are properly archived for future reference.
Capacity building:
1. Provide technical support to pharmacists and relevant medical teams through regular supportive supervision field visits to health facilities.
2. Responsible for periodic training and capacity building on site for pharmacists.
3. Constant monitoring of pharmacist’s performance and maintainingperformance tool updated. Develop refresher training/capacity building plan according to priorities.
4. Supervise and assist pharmacists in the daily data entry and requisitions process remote.
Supply Chain Coordination:
1. Contribute to and reinforce the pharma supply chain system by sharing ideas, opinions, and suggestions for improvement, if any, in coordination with the pharma supply chain officer.
2. Ensure that all UPP-supported facilities across NES are well-equipped and timely supplied, in coordination with relevant Project Managers and Technical Advisors.
3. Promptly report shortages and other supply chain issues to the Logistics Manager and/or relevant staff members.
4. Coordinate with the local partners and the Log Officer in charge of shipments to ensure all necessary arrangements are made at the warehouse level before any shipment is delivered (time of arrival, availability of space, etc.).
5. Attending all regular coordination meetings related to the functions of the Amuda Office in addition to any required meeting.
Qualifications:
• Education: University degree in medical enginnering, mediciens, health institue or a related field.
Experience:
• Minimum of 2 years of professional experience in medical commodities supply chain management (medical supplies and medical equipment), preferably in a humanitarian context.
• Experience in procurement and logistics for healthcare facilities is an advantage.
Skills:
• Strong organizational and analytical skills, with the ability to prioritize tasks and manage time effectively.
• Excellent MS Office literacy, with a strong emphasis on MS Excel.
• Ability to work collaboratively in a team environment and communicate effectively at all levels.
Language:
Fluency in English is required. Proficiency in Arabic, and good at Kurdish is desirable.
