OBJECTIVES OF THE POSITION
The IM senior Officer ensures the use of data management tools on the project(s) and/or in the geographical area(s) of intervention to which he/she is assigned, as defined in the data management system framework established by the MEAL Manager. He or she controls the quality of the different data transiting the system. He or she will directly be responsible of data collection tools creation, maintenance and adaptation, he or she will be responsible of developing external data sharing techniques (scripts).
Mission 1 : Operational implementation
Responsibility 1: Contributes to the development of tools
· Participates in the development of data collection forms (paper or mobile data collection (MDC));
· Creates the corresponding databases.
· Carries out tests on the input and extraction of data.
· Helps to define the MEAL action plan (Information Management (IM) section), implements this action plan and monitors it
· Participates in strengthening the IM skills of partners
· Implements, exploits and develops the Geographic information system
Responsibility 2: Ensures the quality of data and compliance with HI standards
· Trains and supports the teams responsible for collecting and inputting data
· Implement procedures for quality control and the definition of information flows.
· Ensures the rollout of internal data management standards.
· Contributes to data transfer exercises between HQ and the field.
· Ensures that the data in the database is up-to-date or regularly synchronized.
· In conjunction with the project teams and the MEAL teams, proposes measures to improve data quality.
· Monitors and alerts if errors occur during a data collection exercise so that corrective action can be taken and future errors limited
Responsibility 3: Carries out data processing and cleaning
· Centralizes information and compiles the updated version of the database.
· Sets up and runs a regular series of tests to check the quality of the data and identify potential errors;
· Takes appropriate action to correct or neutralize identified errors.
· Develops mechanisms to automate quality testing as much as possible.
· Perform regular or on-demand data extractions.
· Puts simple calculations in place on the database to perform first level analyses or prepares more complex analyses.
Responsibility 4: Puts mechanisms in place to guarantee the protection of beneficiaries’ personal data
· Carries out impact analyses of data protection on the programme;
· Coordinates the implementation of operational procedures and an action plan to reinforce data protection.
· Trains/sensitizes the programme teams on good data protection practices.
· Ensures the security of databases.
Responsibility 5: Archives the databases
· During the project, makes regular backups and archives the intermediate versions of the databases;
· At the end of the project, prepares and archives the final version of the databases and deletes the intermediary versions in the different storage spaces.
Responsibility 6: Contributes to the external representation and promotion of HI’s IM expertise
· Upon request, represent HI’s IM team in all relevant networks in his or her geographical area of intervention

Qualifications:
-Degree in computer science / any engineering degree, mathematics or economics.
Experience:
- At least 2 years in MEAL/IM with INGO
Starting date: ASAP
