Background/Context:
The IRC has operated in Syria since 2012, providing protection, health, economic recovery, and early childhood development programs in Idleb, Aleppo, Ar-Raqqa, Hassakeh, and Deir ez-Zor, with new programs expanding into Hama, rural Damascus, and Homs. With a team of over 350 members, the IRC has established trust and strong community relationships, ensuring access and effective service delivery.
Our longstanding experience in the country to date provides a strong foundation for the IRC to further adapt and expand its programming across Syria, in order to respond to the new realities, with a greater focus on resilience and recovery initiatives. Alongside this, the IRC also It plays a significant role in Syria’s NGO, donor, and coordination forums, holding key positions and actively engaging in advocacy efforts.
IRC’s Integrated Protection Program brings together the core pillars of Women’s Protection and Empowerment (WPE), Child Protection (CP), and Protection and Rule of Law (PRoL) into a unified, holistic approach to protection. The program strengthens community-based protection systems and enhances access to quality, survivor-centered services through strong partnerships with local actors and capacity sharing on a multisectoral level. It aims to increase access for women, girls, boys, and men to psychosocial support, case management, legal, and protection services, while supporting communities to identify, prevent, and respond to protection risks, especially those faced by women, girls, and individuals at heightened risk. All programming is guided by principles of confidentiality, safety, dignity, and respect, with a strong emphasis on locally led, inclusive, and survivor-centered approaches.
Job Overview/Summary:
With direct management support from the Integrated Protection Manager and technical support from the CP Senior Manager, the IRC Senior CPOfficer will ensure the good delivery of the Child Protection activities in HSK, Raqqa, and Deir-ez-Zor. The Child Protection Senior Officer plays a key role in leading project Implementation, monitoring and evaluation, providing technical oversight, Support, and guidance to the IRC’s child protection services, including partners inside Raqqa, Hassakeh, and Deir-ez-Zor.
The Senior Child Protection Officer will be responsible for technical support and supervision of field-levelimplementation of IRC’s and partners’ CP programming in Syria. Including comprehensive child protection services through case management, Safe Healing and Learning Spaces, parenting education,outreach PSS, raising awareness on child protection, support to community child protection committees, and training of service providers and community leaders, and rapid emergency assessments and response. The Senior Child Protection Officer will be supporting the design, set-up,and monitoring and evaluation of the program in Raqqa, HSK, and Deir Azzor, and ensuring timely, effective, and quality programming by sharing tools and resources and providing capacity building support and on-the-job coaching to the child protection staff recruited by IRC and IRC’s local partner. The Senior Child Protection Officer will be working closely with the Child Protection team to oversee the field-level implementation of IRC’s and partners’ CP programming in Raqqa, Hasakeh, and Deir-ez-Zor. Under the supervision of the Project Manager, the Senior Child Protection Officer will work closely with the project team to contribute to the project implementation.
Program:
• Support the design, set-up, monitoring, and evaluation of the child protection program interventions (eg, Psychosocial Support, Case management, parenting program, awareness raising activities, etc.
• Ensure timely, effective, and quality program implementation – and in line with the IASC Guidelines, standards, and tools.
• Provide capacity building support, on-the-job coaching, and technical supervision of the Child Protection staff on the implementation of child protection program activities.
• Support the development of child protection tools, resources, and lessons learned from IRC’s child protection program.
• Develop project support tools as needed and activity modules in close consultation with the program manager.
• Ensure monitoring, evaluation, and accountability tools are utilized and completed.
• Seek opportunities for close coordination and collaboration between the project team and other IRC programs (i.e., education, Health, ERD, Early childhood development, protection, and women’s protection and empowerment).
• Ensure that all cases of children at risk of or affected by exploitation, abuse, neglect, and violence are immediately supported by the case management team.
• Support in the planning, organization, and implementation of targeted awareness raising and advocacy events on the protection of children in close coordination with the program manager.
• Write and send out weekly and monthly reports to the Program manager in a timely manner.
• Actively participate in all relevant working group meetings as well as bilateral meetings with other agencies on behalf of IRC’s child protection program, in close consultation with the Program Manager.
• Document lessons learned and best practices to inform future child protection programming.
• Ensure child protection principles are mainstreamed across all IRC interventions.
• Strengthen collaboration with local and international partners to enhance referral pathways and service delivery.
• Build the capacity of community-based organizations and Child Protection Committees (CPCs) to ensure sustainability and community ownership of interventions.
Monitoring & Reporting
• Develop weekly and monthly plans for the CP Officers, Assistants, and Caseworkers, in consultation with the Program Manager.
• Fill observations checklists whenever conducting field visits
• Compile a weekly and monthly report of activities
Staff Performance Management, Learning & Development
• Hire, supervise, and build the capacity of team members in relevant technical and management competencies.
• Develop and implement remote management capacity-building approaches to build the strengths of the teams in Syria.
• Coach, train, supervise, and mentor direct-report staff, including communicating clear expectations, setting annual performance objectives, providing regular and timely positive and constructive performance feedback, and providing documented semi-annual performance reviews.
• Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
• Approve and manage time, attendance and leave requests to ensure adequate departmental coverage; ensure monthly, accurate timesheet submission and carry out probationary reviews.
• Hold high-quality meetings with each direct report on a regular and predictable basis, minimally on a monthly basis.
• Provide a measurable development plan including on-the-job learning with the aim of strengthening technical capacity, exchanging knowledge within the team and providing guidance on career paths.
• As required, identify staff performance issues and work with Human Resources to document and address these in accordance with the National Staff Employment Policies.
• Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
• Promote and monitor staff care and well-being. Model healthy work-life balance practices. Support appropriate interventions in response to identified staff care needs of both national and international staff.
• Look for opportunities to support staff in their career growth, where appropriate.
• Adhere to and act in accordance with the IRC Global HR Policies and Procedures, and communicate through word and example a high standard of compliance with all applicable policies and regulations.

Other:
• Consistently and proactively monitor/assess the safety and security of field teams; promptly reporting concerns or incidents to IRC management and liaising with community leaders and other external parties as required to maintain/enhance the security environment for IRC programs
• Other duties as assigned by the program manager to enable and develop the program.

Education: University degree in psychology, social science, social work pedagogy/ relevant field, or equivalent experience in relevant field
Work Experience:
• 4 years of experience in implementing child protection programs,preferably psychosocial activities, social work, or case management, in humanitarian or development settings.
• Experience in team management.
• Experience in capacity building, conducting training, on-the-job coaching, and technical supervision
• Demonstrated experience in planning and conducting children’s psychosocial support activities;
• Ability to work on the street supporting psychosocial activities for children;
• Demonstrated understanding of working with children and particularly vulnerable children;
