POSITION SUMMARY: : The Area Coordinators will oversee all activities in their assigned governorate for a program focusing on stabilizing communities through reintegration support, improved social cohesion, and strengthened essential services in Syria. The Area Coordinator will coordinate project implementation in their area of responsibility, coordinating between engineering and protection teams to ensure operational and project management tools are up to date, understood and followed. The Area Coordinator will also act in a representative capacity in their liaising with relevant local authorities, CSOs and partners. They will support the management of contractors and ensure supply chain processes are accomplished in support of project objectives and ensure adherence to contract agreements, quality standards, and project timelines.

 

This is a local role; no expat benefits will be provided. 

Supervisory level: Senior Program Coordinator


 

Program Leadership and Documentation:

  • Coordinate implementation in areas of return to ensure program objectives are achieved within their geographic areas of responsibility. This position does not have any direct line reports. Instead, it will coordinate with the implementation (Protection/Infrastructure) teams acting as a bridge between local authorities and the team.

  • A key responsibility of this role will be to ensure that all activities are designed in consultation with communities and are in line with government priorities. Where possible the Area Coordinator will work to include relevant authorities in planning and design to ensure the systems strengthening approach is mainstreamed.

  • The area coordinator will manage the local operating offices/community centers and have input into the mobile teams movement.

  • Provide accountability and adaptive management for program implementation in areas of responsibility, ensure all activities are coordinated and complementary.

  • Identify gaps, troubleshoot problems and escalate to Program Director or other senior staff as needed. Act as a key link between Monitoring and Evaluation Team and the Protection and Infrastructure project counterpoints

·       Develop partnerships with local authorities and civil society organizations to ensure Blumont is engaged in collaborative programming within the return and reintegration of space at the local and regional level.

·       Think strategically about partnership opportunities. Proactively develop potential areas for collaboration with a focus on localization and sustainability.  

·       Ensure all staff members and partners engaged in projects in their geographic area of responsibility are trained and comply with the organization's safeguarding policies and procedures.

·       Coordinate support functions as they pertain to achieving program outcomes (including security, HR, finance, admin, and logistics).

·       Develop and hold relationships with key stakeholders in there responsibility.

·       Serve as a coordination center for frontline staff and program leadership in Damascus. Ensure that staff have effective means to communicate challenges and are supported to openly address mistakes. Foster an environment of collaborative problem solving with integrity.

  • Proactively identify operational and programmatic challenges and develop solutions in coordination with Senior Program Coordinator.

  • Respond to requests for information from Damascus-based staff and other area managers. Proactively share information on best practices and lessons learned.

Representation and Reporting

  • Collect, analyze and verify information from field teams to draft reports for target areas.

  • Develop comprehensive understanding of activities on the ground and represent Blumont on governmental and cluster coordination forum. 

  • Develop a comprehensive understanding of local authority representatives and develop collaborative relationships to ensure government priorities are understood and incorporated into program design.

  • Work hand in hand with protection, infrastructure and MEL teams to ensure information is collected and input provided for analytical reporting sections (overview, gender, sustainability and lessons learned).

  • Provide strategic insight and identify opportunities for complementary programming.

  • Provide support and follow-up for all reporting requirements, providing drafting support for teams if and when necessary.

Project Oversight and Management:

  • Track workplans of teams as they pertain to the technical aspects of project implementation in their area of responsibility.

  • Monitor and ensure implementing partners and contractors comply with contract agreements, quality standards, and project timelines.

  • Conduct regular site visits to assess progress and address challenges.[BS2]  This would primarily be in the governorate where Area Coordinator is assigned but could also require travel and work throughout northern Syria. 

  • Temporarily act as coordinator in other governorates as needed.

  • Manage project budgets, ensuring efficient use of resources.

  • Provide operational support including budget tracking, supply chain facilitation and administrative support as needed.

 

Team Management:

  • Train and mentor team members and implementing partners.

  • Foster a collaborative environment, ensuring effective communication and problem-solving.

  • Manage and resolve conflicts among team members and stakeholders.

Travel Requirements:

·      Deir-ez-Zor based position, with travel to field programming sites across northern Syria.


 

 

  • Education: Bachelor’s degree in peacebuilding, organizational development, international development or any other relevant field.

  • Minimum 3–5 years of experience working with vulnerable, conflict-affected, or high-risk populations in Syria

·       Demonstrated experience in community engagement and social cohesion

·       Advanced reporting skills including data analysis, interpretation and presentations.

·       Familiarity with international humanitarian principles or development standards (e.g., INEE, IASC-MHPSS Guidelines). 

·       Familiarity with European donor-funded projects.

  • Team management and leadership skills.

  • Capability to establish effective and respectful relationships with relevant actors.

  • Able to train and manage a team (to listen, advise, support, solve conflicts, motivate, etc.)

  • Experience with participatory fieldwork, methodologies, monitoring and reporting.

  • Patience, strong personal organization, effective communication skills, and ability to work collaboratively in teams, and demonstrated personal accountability.

  • Ability to work under pressure, independently and with limited supervision.

  • Experience in developing and managing project budgets.

  • Strong computer literacy and numeracy skills.

·       Fluency in written and spoken Arabic; working proficiency in written and spoken English is an asset.
