Provide overall HR administrative support in achieving the CO HR department strategic objectives and goals. In collaboration with the HR team, mainly responsible for providing general HR support and effective service delivery to employees at the base level which includes but not limited to onboarding of new employees, implementing employee engagement activities, facilitating HR trainings, day to day staff management, leave management and exit process. The HR Assistant will also serve as a key point of contact for employees on HR-related queries and help ensure compliance with HR policies and procedures.

  • In collaboration with the Recruitment Officer, support recruitment activities when required which includes but not limited to, circulating job advertisements within the base ensuring the attraction of local talents, completion of test and interview activities at the base, participating as part of interview panel and onboarding of new hires at the base;
  • Contribute to the planning and facilitation of quarterly/annual refreshers training on HR policies, performance management training & safeguarding  for certain level of employees in collaboration with line manager and other HR team;
  • Ensure all HR related activities at the base comply with the HR policies and procedures;
  • Assist in day-to-day of HR administrative functions for the Dahla or Kisrah based employees including casual staff;
  • Regular update and tracking of staff leaves in the base and to HR Officer on a monthly basis;
  • Coordinate the exit process for employees in the base ensuring the exit procedures are followed to process employee final settlement;
  • Prepare the payment for casual staff based in the base and submit to HR Officer to process the final payment;
  • Participate in specific HR initiatives and projects related to CARE Syria CO in line with Country Office/Regional/Global People and Culture Strategy to improve the effectiveness of the department;
  • Maintain training records and track employee participation in development programs;
  • In collaboration with Senior HR Officer, coordinate training sessions and workshops at the base level, including managing logistics;
  • Collaborate with HR Officer-Hassakeh in tracking leaves, facilitating timely payments for casual staff and facilitate the exit process for leavers ensuring compliance with exit procedures;
  • In collaboration with the base staff committee, support the implementation of employee engagement activities, action plans and initiatives;
  • Provide regular updates/feedback related to the progress of employee engagement action plan;
  • Implement diversity, equity, inclusion and belonging initiatives in collaboration with other HR team;
  • Provide regular meeting minutes related to staff monthly meeting;
  • Provide support to the employee life cycle and experience ensuring current employees feel more engaged and valued.
  • Any additional tasks/responsibilities as assigned by line manager within job scope.

Required:

  • Degree in social science or any related field.
  • At least 1 to 2 years of experience in Administration/HR or similar position preferably in international NGO;
  • Ability to work collaboratively in a diverse team both within and outside the department;
  • Ability to maintain confidentiality and handle sensitive information;
  • Strong organization and communication skills
  • Ability to demonstrate CARE Core Competencies and values;
  • Proficiency in English and Arabic language (both speaking and writing)
  • Ability to learn and adapt to new tools and processes;
  • Knowledge of Microsoft Office tools;
  • Understanding of HR principles, practices and procedures;
  • Capacity to be flexible and adaptable to changing demands of work.

 

Desired:

  • Degree in HR
  • Essential knowledge of HR processes, local legislation, procedure and best practices
  • HR training certificate
