
The Social Cohesion Manager will oversee all social cohesion components of a program focusing on reducing tensions and improving well-being through community engagement in and outside of displaced camps in northeast and central Syria. The Manager will work on project implementation, managing implementing partners and contractors to ensure adherence to contract agreements, quality standards, and project timelines. They will lead the preparation and implementation of strategic technical inputs in social cohesion, psychosocial support, community engagement, and ensure compliance with humanitarian and protection standards.
This is a local role; no expat benefits will be provided.
Technical Leadership and Documentation:
Responsible for the achievement of outcomes under Social Cohesion Activities.
Will lead direct implementation in Areas of Return and work closely with the Protection Program Manager to ensure social cohesion objectives are achieved within the camp settings.
Provide technical leadership on the design and implementation of social cohesion, community engagement, and psychosocial support activities. Including, but not limited to: community dialogue sessions, conflict mitigation skills training, peacebuilding initiatives, recreational activities and peer sessions.
· Facilitate social cohesion sessions and community led initiatives that promote trust-building, emotional regulation, and reintegration among camp residents in the camp and in areas of returns.
· Develop partnerships with community based partners, local mentors, and vocational centers in and outside of the camp to expand the range of positive engagement opportunities.
· Implement interventions in collaboration with the Youth Engagement Specialist, Case Management Coordinator and Protection Program Manager.
· Responsible for ensuring that all staff members and partners engaged in social cohesion projects are trained on and comply with the organization's safeguarding policies and procedures.
In partnership with a local organization, conduct conflict monitoring assessments to identify the driving factors of conflict and potential entry points for interventions in conflict prevention, community engagement, and social cohesion.
Stakeholder Coordination and Communication:
Engage with key stakeholders—including community leaders, parents, teachers, and trusted caregivers—to gather insights into community interests, needs, and concerns.
Maintain strong relationships with implementing partners, communities, and contractors.
Provide regular progress reports to the Program Director and relevant departments.
Coordinate with relevant clusters and working groups.
Project Oversight and Management:
Document and manage all technical aspects of project implementation.
Monitor and ensure implementing partners and contractors comply with contract agreements, quality standards, and project timelines.
Conduct regular site visits to assess progress and address challenges.
Manage project budgets, ensuring efficient use of resources.
Team Management:
Train and mentor team members and implementing partners.
Foster a collaborative environment, ensuring effective communication and problem-solving.
Manage and resolve conflicts among team members and stakeholders.
Education: Degree in Social Work, Peace and Conflict Studies, Psychology, Humanitarian Action, or any relevant field
· Minimum 3–5 years of experience working with vulnerable, conflict-affected, or high-risk populations in Syria
· Demonstrated experience in community engagement and social cohesion
· Experience implementing reintegration or rehabilitation programs for at-risk youth
· Familiarity with international humanitarian principles or development standards (e.g., INEE, MHPSS-IASC Guidelines).
· Familiarity with European donor-funded projects

Able to train and manage a team (to listen, advise, support, solve conflicts, motivate, etc.);
Experience with participatory fieldwork, methodologies, monitoring and reporting.
Patience, good personal organization, good communication and ability to work in teams, seriously, rigorously and personal accountability.
Ability to work under pressure, independently and with limited supervision.
Experience in developing and managing project budgets.
Computer literate (IT) and good level of numeracy.
· Fluency in Arabic
Travel Requirements:
· Damascus-based position, with 50% travel to Field Programming Areas including Roj and Al Hol camps.

Safeguarding and Protection: Knowledge of child protection policies, do-no-harm principles, and safeguarding protocols.
