The Health Officer, based in Raqqa, will be mainly responsible for technical supervision and monitoring of implementation and quality assurance of the overallhealthcare services inside the Health facilities supported byUPP through implementing partners in NES under guidance and technical support for the Health Coordinator and Health Services Delivery Specialist, in close collaboration with the Kurdish Red Crescent and Local Health Authorities to ensure qualitative access to essential Primary Healthcare Services by the population.
Conduct regular supportive supervision filed visit to the supported HFs, providing guidance and technical support to the frontline health professionals promoting adherence to standard clinical practices using standardized quality monitoring checklists, clinical audits.
• Support the Health Coordinator and Health Specialists to oversee the implementation of key primary healthcare components (Surveillance, communicable disease, emergency care, child health & Nutrition, NCD, Reproductive Health & community health)
• Provide continues capacity building, and training sessions to the health facilities staff on standard SoP and clinical guidelines and protocols.
• Responsible for area-based coordination with the local implementing partner (KRC, etc.), other NGO partners, and the local health authority of the area (COH).
• Support in health Facilities assessments, Health Needs assessment and needs surveys as required by the line manager.
• Participate in the regular monthly Health technical committee meetings.
• Technical support of the assigned health facilities in studying disease trends, data analysis, training, supervision checklist reports, updates on medical stock.
• Coordinate with MEAL/IM team to ensure accurate and proper HMIS in place, ensuring proper registration and documentation of patient’s health information, regular review of the health information and morbidity databases.
• Provide periodic monthly reports on health activities, as well as supportive supervision filed reports.
Medical Degree (Doctor or Nurse)
• Minimum 3 years’ experience in the health sector and within INGOs, including overseeing health activities and quality of healthcare.
• Experience in clinical mentoring, service quality improvement, and emergency care and emergency referrals networks.
• Proficiency in WHO/MoH protocols and healthcare quality assurance.
• Experience with HMIS, MEAL tools, and case tracking systems.
• Fluency in English required; Arabic and/or Kurdish strongly preferred.
• Willingness to travel regularly within NES and work in insecure environments.
Merit Accreditation (Assets)
• Master’s degree in Healthcare Management
• Knowledge of GBV-sensitive and protection-integrated programming.
• Familiarity with the humanitarian health cluster system.
