Under the Food Security Livelihood Program Manager’s direct supervision, the Private Sector Engagement and Economic Development (SPEED) Specialist will work to promote public-private sector engagement strengthens linkages between production and SMEs, access to markets and building capacity of SMEs.  SPEED will be responsible for implementing a market-led approach, together with private sectors and local authorities, across target governorates to cultivate a business enabling environment that encourages SMEs to cope, adapt and thrive through different shocks and stresses in Northern Syria.  Potential candidate is expected to have deeper understanding of market systems, private sector engagement, crop agriculture (agronomy) value chains, financial inclusion and economic empowerment of youth and women, and some knowledge of climate smart agriculture and sustainable land management. 

In coordination BLRS implementation team, s/he will identify private sector actors both nationally (WoS), regionally (NES) and locally (target governorates) to support BLRS programming in Northeast Syria.  S/he will build and maintain essential relationships with relevant community stakeholders, and public/private actors.  S/he will facilitate the development of partnership MOUs and protocols for both, public and private sectors.  S/he will ensure that these processes are transparent and in the best interest of target communities. 

 

Strategy and Vision

  • Plan, coordinate, and oversee the implementation of the Market Systems and Private Sector Partnership strategy, as well as the youth, of the BLRS implementation period.
  • Support the FLS Manager and MEL manager in integrating Collaboration, Learning and Adaptation principles throughout the implementation of the BLRS program.
  • Strengthen collaboration and coordinate activities with local Authorities, community, private, and civil society stakeholders, as well as with other Organization programs.
  • Identify, secure and maintain relevant partnerships to ensure successful program implementation, consistent with the MSD approach.
  • Focal point for strategy/protocol development and management of the Private Sector Engagement and economic development approaches Fund to ensure maximum impact and transparency.

Program Implementation

  • Work closely with the program FSL manager and the broader program team to undertake potential opportunities for private sector partnerships
  • Conduct scoping analysis for government and private sector institutions/companies to determine partnership opportunities aimed at achieving the program objectives
  • Identify and develop a database of national, regional and local level private institutions/companies for skills building, livelihood improvement and other economic opportunities for transitioning BLRS participants. 
  • Working closely with the FSL program manager, develop and take-to-market private sector collaboration concepts targeting private sector partners, aimed at achieving the program objectives for the GIRL-H program.
  • Collaborate with program team in forming and strengthening SME networks, developing business linkages inline with context specific opportunities for growth and economic development.
  • Working closely with the livelihoods program coordinator, program officers and assistants in the preparation field implementation workplans, procurement plans, to highlight and incorporate      private sector collaboration and economic development opportunities throughout implementation       

 

Monitoring and Evaluation

  • Ensure timely and consistent submission of reports, success stories and other relevant data to MEL Officer and the Program Manager (monthly, quarterly, and annual reports)
  • With the support of MEL, maintain an updated database of private actors with commitments, signed MOUs for PSE, prospective PSE opportunities and commitments
  • Create a monitoring system for BLRS participants who transition into empowerment interventions under private sector actor engagement, follow up and document success stories

 

Influence and Representation

  • Ensure close coordination and sharing of information with relevant stakeholders such as private sector companies, local government departments, and other stakeholders as guided by the program manager.
  • Support and coordinate field learning visits in target governorates particularly on issues around private sector actor engagement and economic development workstream.
  • Establish and maintain a productive working relationship with the local authorities at the district and sub-districts.

Reports Directly To: Food Security and Livelihood Program Manager

Works Directly With: NES field team (Program, MEL, Finance, HR, Operations) and collaborative engagement with SRI partners. 

 

  • Minimum Bachelor’s degree in Agribusiness, Agriculture Economics, Project Planning and Management, Public Policy and Administration, Business Administration or any other business-related fields.
  • 5 years of demonstratable experience with market facilitation, supporting systemic change and promoting business or market/economic development, private sector or related industry is preferred. At least 1 -2 will have been with a private sector organization in Syria
  • Demonstrated skills in building partnerships between the private sector and development actors. Experience of undertaking such work in Syria will be an added advantage     
  • Proven Experience in leading partnerships with the private sector through Co-Creation, Innovation and go-to-Market Prospecting including business cases, concepts and proposal’s
  • Proven ability to develop, drive and support the end-to-end business development processes including partner selection, concept creation, co-designing interventions, execution, M&E, etc.
  • Knowledge and understanding of youth/gender empowerment challenges 
  • Demonstrated skills in data collection, verification and documentation
  • Proven skills in networking, team building, community consultations and organizational development
  • Excellent reporting, communication and presentation skills
  • Willingness to consider new perspectives, promote gender equality and engage in advanced gender training

 

Success Factors 

The ability to communicate effectively, respectfully and enthusiastically with community structures will be one of the position’s three success factors. The second will be the degree to which the SPEED specialist drives results (identifies and nurtures opportunities for public-private sector engagement to model sustainability of target value chains), producing scheduled outputs at the deadline and to expected quality. The third success factor will be the degree to which the specialist effectively gathers activity monitoring and evaluation data and utilizes data to inform activity implementation and program learning.

Living Conditions / Environmental Conditions

This position is based in Al Hasakah City and requires at least 70% travel within target sub-districts.
