MISSION / OBJECTIVES

  • Under the supervision of the Water and Sanitation Supervisor, the WASH Officer will lead and supervise implementation of SI activities (Water Supply and Sanitation services). He/she respects deadlines, technical requirements and the cultures and practices of the local population and ensuring minimum quality requirements are met.
  • Design and monitor construction/rehabilitation of water supply interventions, provision of water and waste disposal services under the direct supervision on Water and Sanitation Supervisor.
  • Provide full support and training to daily workers on assigned program activities on the field (as applicable).

 

TASKS AND RESPONSIBILITIES

Implementation and Monitoring 

  • Explain to beneficiaries the planned activities
  • Ensure the construction and/or the maintenance of construction work using Solidarités International tools (in particular):
    • Take part in the identification of sites where work is to be carried out
      • Carry out technical assessments of identified sites and make recommendations for appropriate tailored interventions
        • Carry out work according to technical guidelines and estimates
          • Respect deadlines established with his/her supervisor and department plans
  • Participate in data collection, needs assessment and program monitoring at field level for WASH activities
  • Ensure that assigned activities are implemented according to program work plan and methodology validated by the line management
  • Supervise day-to-day program activities such as waste Management, Rehab/construction, Water trucking, Water Quality and distribution of waste bins.
  • Manage the supply of worksite materials as instructed by supervisor and by collaborating with the logistics department
  • Anticipate any problems associated with the management of his/her activity and propose solutions to avoid them
  • Report quickly to line manager any problems during implementation
  • Supervise contractors, and daily workers if any; and ensure the best use of available resources and technical support
  • Ensure that beneficiaries receive adequate technical support during construction related activities
  • Supervise the supply of worksite materials by collaborating with the logistics department.
  • Ensure that security and safety rules for constructions are respected by SI employees, contractors, and surrounding population.
  • Report to the Supervisor on the state of decentralized stock (‘field’ stock) on his/her sites.
  • Respect and make sure that contractors and daily workers respects Solidarités International humanitarian principles and working procedures, including administrative and logistics procedures (out of stock done on time, advance requests, daily worker payments sheets, invoices, and receipt of payment
  • Support emergency response in data collection, needs assessment, program implementation and monitoring, upon the request of the Water and Sanitation Supervisor.
  • Provide training to all relevant beneficiaries (daily labourers and/or beneficiaries) to ensure the safe and appropriate use of facilities installed.

 

Reporting / coordination / communication / representation 

  • Under the supervision of Water and Sanitation Supervisor, prepare weekly activity reports
  • Take part in workshops related to the activities and to project objectives
  • Report to the Water and Sanitation Supervisor on the evolution of activities and specific tasks assigned, problems encountered, quality of relations with beneficiaries and the involvement of communities
  • Report back all information or problems linked to his/her activity, Solidarités programs or safety issues
  • Remain in touch with the population and local commune/relevant department to understand needs, complaints, and major events that may have an impact on the activities of Solidarités International, and in terms of operations perceptions
  • Coordinate with support staff (logistic and administration) and all WASH staff involved on the program.
  • Make sure that the security rules are perfectly well known understood and followed by the daily workers.
  • Listen to the local population and authorities to identify any needs, complaints, or major events which could affect the activities of Solidarités

Studies : Diploma in Civil Engineering or any related engineering/Field departments

Experience : Minimum of 2 years of experience working in the WASH sector with INGOs. Experience in preparing and impelement WASH BoQs ( Basic water supply, water network, Water quality). Sanitation: Latrine design, sewerage network, and sanitation facility rehabilitation. Background in Informal Settlements as part of activity implementation.

Language : Basic knowlodage of English to ensure the technical WASH background.

IT: Proficiency in Microsoft Word and Excel is mandatory. Proficiency in AutoCAD is mandatory. Familiarity with using a Nivo total station device is preferable.

Qualification : Communication skills including negotiation enabling effective interaction with diverse stakeholders, Resilient under pressure.
