MAIN TASKS AND RESPONSIBILITIES
• Conduct rapid health assessments and identify the priority health problems and needs of the affected population.
• Design, implement, and evaluate health interventions, including primary health care, reproductive health, mental health, disease surveillance, outbreak response, health promotion, and referral systems, in line with the humanitarian standards and best practices.
• Supervise, train, and mentor the health staff and volunteers, and ensure they have the necessary skills, equipment, and supplies to provide quality health services.
• Monitor and report on the health program activities, outputs, and outcomes, and ensure timely and accurate data collection, analysis, and reporting.
• Coordinate and collaborate with the health authorities, other humanitarian actors, and community leaders to ensure complementarity, avoid duplication, and enhance the quality and coverage of the health services.
• Support the integration of cross-cutting issues, such as nutrition, Protection, WASH, into the health program.
• Work closely with the supervisor to ensure timely spending of the activity budgets and provide input in forecasting of activities.
• Contribute to the development of health proposals, budgets, and reports, and ensure compliance with the donor and organizational requirements and regulations.
• Participate in health coordination meetings, technical working groups, and other coordination forums, and represent the organization in relevant external events.

• Directly supervises and technically supports work of C/MO Clinic Teams or/and MMUs.
• Ensure smooth working relations between C/MOs and health teams in the clinics or/and MMUs.•
Inform in timely manner the Medical Manager or Senior Medical Officer on program situation development, program changes, needs, arises issues and tendencies inside the part of the health program designated for his/her supervision in the field.
• Act as focal point for the training and other capacity building activities in the part of the health program assigned for his/her supervision.
• Act as focal point between clinic teams and/or MMUs for requesting assessments; follow up on reporting issues, etc.
• Ensure timely reporting on medical and other issues from the designated health field and assisting MM/MO in organizing collection of relevant data and other health information.
• Act as focal point for supported facilities to contact on HR, supplies, security, etc.
• Liaise with health facility team leaders to follow up on staffing changes and documentation required for HR processes (including documentation, IDs, photographs required for BI check, etc.)
• Assisting medical officer/assistant with existing database to keep track of logistic and HR issues for program team Receive suggestions for medical PRs-GIOs and other logistic documents from the field and transfer information to (Senior Medical Officer) SMO for further processing by the authorized persons.
• Assist SMO in preparing updated database of all incentive staff for all MRFS supported facilities
• Inform SMO on staff changes, contracts and staffing lists for payroll purposes
• Attend meetings with various humanitarian actors as requested by the SMO and/or Emergency Health Coordinator
• Assist in arranging meetings and training by arranging venues, stationery, etc. as requested by the SMO and Emergency Health Coordinator.
• Compile weekly health reports including EWARS report
• Ensure availability national guideline and operating procedures in the mobile units
• Adhere to IMC Code of Conduct and internationally accepted humanitarian principles
• Follow all IMC rules and regulation including security clearances before travel.

MINIMUM QUALIFICATIONS
• Typically, bachelor's degree in medicine, nursing, public health, or related field, or equivalent combination of education and experience.
• Minimum of three years of experience in health program management in humanitarian settings, preferably with an international NGO.
• Knowledge of the humanitarian principles, standards, and coordination mechanisms, as well as the health sector policies, guidelines, and protocols in the country of operation
• Excellent communication, interpersonal, and leadership skills, with the ability to work effectively with diverse teams and stakeholders.
• Strong organizational, problem-solving, and decision-making skills, with the ability to prioritize and multitask in a dynamic and complex environment.
• Good user of MS officer mainly MS Word, MS Excel and MS PowerPoint.
