In preparation for future humanitarian and development programmes across Syria, Action for Humanity (AFH) is establishing a roster of qualified and experienced professionals.

This initiative aims to identify competent candidates in advance and build a reliable talent pool that will enable AFH to respond efficiently to future recruitment needs and mobilise skilled teams when new programmes and funding opportunities arise.

Shortlisted applicants will undergo the relevant technical assessments and selection checks. Candidates who successfully complete the process will be included in AFH’s talent roster and may be considered for suitable positions based on future programme requirements, location, experience and the availability of funding.

Inclusion in the roster does not constitute an immediate offer or guarantee of employment. However, roster members may be prioritised for consideration when relevant vacancies become available.

Qualified professionals who are motivated to contribute to humanitarian response and sustainable development in Syria are encouraged to apply for the positions listed below.

Projects implementation:

Implement specific project activities in the field as per the project plan, ensuring alignment with objectives and timelines 

Build and maintain relationships with community members, beneficiaries, and local councils to understand their needs and feedback based on orientation from the team leader 

Facilitate community meetings, focus groups, and workshops to gather insights and promote project activities 

Collect data related to project activities, progress, and community feedback, ensuring accurate and timely reporting 

Prepare regular reports on field activities, achievements, and challenges, providing updates to the field team leader or program officer 

Ensure that project activities comply with organizational policies, donor requirements, and quality standards 

Monitor the quality of project implementation in the field, identifying areas for improvement and reporting any issues to the field team leader 

Identify potential risks and challenges in the field, report them to the field team leader and contribute to mitigation strategies 

Adhere to safety and security protocols during field activities  

Needs assessments 

Work with the WASH team to develop and refine WASH assistance and rehabilitation selection criteria 

Coordinate and lead visits to communities (formal and informal settlements, neighborhoods, camps, etc …) and local authorities to conduct consultations and to identify WASH needs and gaps  Prepare preliminary assessment reports detailing the above 

Coordinate and undertake technical assessments and BOQs for rehabilitation of water stations, water networks, sewage networks, and any other work related to WASH, ensuring BoQs meet minimum standards in line with SPHERE, WASH and Protection standards  

Peer review of technical assessments and BoQs prepared by other members of the WASH program team  

Develop engineering/technical designs using AutoCAD and other relevant software of the infrastructure, or parts thereof, to be rehabilitated/constructed  Prepare all other technical documents required including the scope of work  

Participate in procurement committees, in particular by conducting technical reviews of quotations and bids received 

Ensure all BoQs, price estimates and technical assessments are treated as confidential documents and shared only as appropriate as per AFH’s procurement guidelines  

Coordinate with local authorities for all WASH activities, ensuring all necessary approvals (including Memorandums of Understanding) have been obtained  

Supervision of rehabilitation/Construction works

Ensure that all construction and rehabilitation works are carried out in a quality, safe and responsible manner; ensuring the contractor complies with best practices to ensure quality, safe and responsible construction sites including adherence to AFH’s internal guidelines on Health and Safety 

Conduct regular site-monitoring visits to assess and supervise the progress and quality of construction activities, coordinating and leading scheduled and surprise monitoring visits to project sites by the WASH officer and/or WASH assistants  The WASH officer will be responsible for ensuring that the quality, quantity, timeframe, deadline, and all issues related to the project are done according to agreed standard and should visit the works on a regular basis to ensure that  

Prepare and submit the monitoring reports as per AFH template on a weekly basis, detailing the works done in the reporting period, brand of the items used, challenges facing during the reporting period, and any other issues related to the project

Notify the WASH Manager/Coordinator of any issue that arises during the works (such as delay, requests from the contractor, other challenges) 

Coordinate work with local authorities, civil councils, water departments, camp managements, other partners, suppliers and contractors, and other actors to ensure their active supervision of works while under implementation and for the handover of work on completion of all activities  

Review and raise all the supporting documentation for the payment to contractors on completion of all works 

Support AFH’s M&E teams to develop suitable monitoring tools and methodologies to assess the effectiveness of rehabilitation activities undertaken  

Prepare post assessment and verification reports for all completed WASH activities 

Regularly visit project sites rehabilitated by AFH, such as water stations, networks, facilities in camps, etc     and ensure that they are functioning properly  

In coordination with the WASH manager/coordinator, the WASH officer will raise a plan for capacity building needed for water departments’ operators; he/she will be responsible to implement said plan 

Other:

Provide technical assistance to the WASH team according to the technical specialty of the assistant and its degree  

Comply with all AFH’s policies and procedures (finance, logistics, HR, security management etc )  

Promote and ensure compliance with the requirements of AFH Policy and accountability commitments to ensure maximum protection to Program beneficiaries across the program  

Undertake other related duties as may reasonably be assigned by the line manager 

Qualifications and Education Requirements: 

Bachelor's degree in Civil Engineering, Architect Engineering, or a related field, a diploma with equivalent relevant experience may be considered 

 

General Work Experience: 

At least 1-2 years of experience working in humanitarian or development projects, particularly in WASH and Shelter sectors  Experience in administrative support 

Skills: 

Languages: 

Arabic — Fluency (writing, reading, speaking)  

 English — Working proficiency (technical reporting) 

Computing: Proficient in Microsoft Office (Excel, Word) and mobile data collection tools (e g , KoBo Toolbox) 

Abilities:

Ability to oversee field operations on a day-to-day basis, ensuring tasks are carried out effectively and that any issues are promptly addressed

Flexibility and adaptability to changing priorities and environments 

Ability to monitor and assess the progress of project activities, ensuring that they meet established standards, timelines, and quality expectations 

Ability to identify potential issues or challenges in the field, using proactive problem-solving skills to find solutions and maintain the progress of activities 

Ability to track the quality of construction and rehabilitation work, ensuring compliance with technical specifications and safety protocols
