Under the supervision of the S. CARM officer, CARM Officer will work on establishing/maintaining and continuously strengthening the accountability system in the organization. S/he will be managing day-to-day accountability feedback that includes handling of beneficiary feedbacks, participation in distributions, demonstration of CARM introduction, Introducing CARM with program participants and partners and awareness raising about CARM within MC team. S/He will be fully responsible for all field related CARM matters and will work closely with program teams.

 


 

1-        Rolling out CARM system and tools:

●      Orientation of staff on CARM system and modalities with field team and partner’s staff.

●      Introduce CARM system and modalities with communities by directly participating in distribution and community meetings.

●      Communicate and disseminate feedback/complaints handling procedures, policies and tools as appropriate to program participants, project staff and other stakeholders.

●      Enter the feedback submitted from Her/His hub into the database,

●      Provide standard response to complainants for feedback fall under category 1 and 2.

●      Follow up with program, review the response has been provided, and communicate the response with the complainant.

●      Ensure that the feedbacks are kept confidential and access to that information is in line with the guidelines.

●      Monitor and support distribution teams in terms of proper introduction of CARM and visibility of CARM boxes.

●      Coordinate with the Quality team to ensure that CARM brochures are added into all the in-kind type of assistance.

●      Rise PRs, prepare Payments, and follow up with procurement and finance team.

●      Make sure, CARM brochures are properly distribute amongst the program participants and was explained well

●      Support MEL and Program Teams on beneficiary accountability and learning systems.

●      Follow-up with relevant stakeholders on agreed upon system corrections, adjustments and actions, informing and strategizing with the PaQ Manager.

 

2-        Reporting

●      Timely feedback to S CARM officer, PaQ Manager and program teams on feedbacks and concerns raised by communities on project activities.

●      Support S. CARM officer in preparing monthly reports on feedbacks, provide recommendations and share it with programs.

●      Assist S. CARM officer in coordination with programs track all the actions taken for those feedbacks, and include them as appropriate in the CARM monthly report, and program donor reports.

●      Provide feedbacks to the beneficiaries and stakeholders accordingly, whenever required.

 

3-        Staff training and capacity building

●      Support S. CARM officer to build staff capacity and Train staff on compliance and accountability tools, and other processes as required.

●      Provide feedback on regular improvement and adaptation of CARM system based on field observations.

●      Organize and participate in capacity building session within MC and partner’s staff

 

4-        Code of conduct

●      Ensure all field and office-based activities are conducted in full respect to the humanitarian principles and in organized and dignified way

●      Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.

●      Other duties as assigned by supervisor.


 

●      BA/S degree in research methods, social sciences, economics, epidemiology, related public health field or other relevant field required.

●      At least two years of related work experience, preferably with an international or local Non-Governmental Organization (NGO).

●      Proven interest & commitment to humanitarian and development principles and a demonstrable understanding of conflict contexts and remote work.

●      Proven experience in remote data collection, and data management.

●      Proven at least intermediate report writing skills are required.

●      Fluency in spoken and written of English and Arabic languages is required.

●      Excellent Computer skills: proficiency in MS Office package, and some knowledge of database management would be an asset.
