Amuda-Al-Hasaka National Hospital
The Health Specialist – Secondary Health, based in Al-Hassaka National Hospital, will oversee the technical implementation and quality assurance of secondary healthcare services interventions in Hassake National Hospital in close collaboration with the Local Health Authorities to ensure qualitative access to essential life-saving health services by IDPs in-camps through a strengthened referral network from camps to the hospital. The Health Specialist will serve as a critical link between the hospital, UPP’s Health and Program Departments, ensuring continuity, quality, and equity in life-saving care delivery to IDPs.
Coordinate with different actors involved in emergency referrals and ambulance networks management to ensure coordinated referral for patients with severe medical conditions between camps and hospitals including UPP Emergency team and KRC EMCC management.
• Oversee quality and safety of referrals from IDPs camps to Hassake National Hospital and other secondary hospitals enhancing alignment with standard universal guidelines and protocols inside the hospital.
• Collaborating with the Hospital Technical Management to develop and manage strategic capacity-building and operational plans for HNH staff.
• Deliver targeted training and coaching for hospital staff on trauma stabilization, obstetrics emergency, and any other relevant SoPs as well as regular supportive supervision,practical mentorship and on-the-job trainings EmergencyPreparedness
• Lead hospital readiness for cholera, AWD, and respiratory disease outbreaks, including maintaining diagnostic and IPC stockpiles.
• Collaborate with UPP Logistic and Medical Supply Chain to ensure timely procurement and delivery of essential medicines, medical supplies and Equipment to the Hospital and other HFs funded through UPP health projects.
• Conducting regular clinical audits (monthly/quarterly), identifying gaps or shortcomings and propose lines of actions to improve project outcomes.
• Coordinate with MEAL/IM team to ensure accurate and proper HMIS in place, regular checks on medical records and data quality assurance, regular morbidities and trendsanalysis and timely response to any abnormal trends of diseases.
• Collaborate with the Project Manager and Health Coordinator to generate periodic monthly and quarterly internal and donor reports on health activities, scooping key outcomes and impacts of the health interventions.
• Represent UPP in internal and external coordination events and platforms including regular meetings with Local Health Authorities and other stakeholders, as well as participation in Camps Coordination Mechanisms.
• Coordinate with UPP’s Health Governance team to align service delivery with broader health system objectives
• Collaborate with the Health Department in overseeing overall UPP health interventions in Primary and Secondary Healthcare in NES under the direction of the Health Coordinator.
Medical Degree (Doctor or Nurse)
• Minimum 5 years’ experience in the health sector and within INGOs, including at least 2 years’ experience in IDPs camps, and critical humanitarian settings
• Experience in clinical mentoring, service quality improvement, and emergency care and emergency referrals networks.
• Proficiency in WHO/MoH protocols and healthcare quality assurance.
• Experience with HMIS, MEAL tools, and case tracking systems.
• Fluency in English required; Arabic and/or Kurdish strongly preferred.
• Willingness to travel regularly within NES and work in insecure environments.
Merit Accreditation (Assets)
• Master’s degree in Public Health, Global Health, or Hospital Management.
• Certified training in BEmONC/CEmONC, ATLS, or IPC.
• Knowledge of GBV-sensitive and protection-integrated programming.
• Experience managing Health Equity Fund (HEF) models or referral reimbursement schemes.
• Familiarity with the humanitarian health cluster system.
