Position: Senior Finance Officer
Direct Manager position: Finance Coordinator
Project/ Workplace: Ar Raqqa.

KEY RESPONSIBILITIES
Budgeting and Planning:
Assist in preparing annual budgets and financial plans in collaboration with program teams.
Monitor budgetary performance and provide regular reports on budget vs. actual expenditures.
Financial Reporting:
Prepare accurate monthly and quarterly financial reports for internal review.
Support the Finance Coordinator in preparing donor financial reports.
Grants and Contracts Management:
Track grant and contract expenditures to ensure compliance with donor terms.
Maintain grant financial files and documentation.
Financial Controls:
Implement and maintain financial controls to safeguard organizational assets.
Support internal and external audits by preparing documentation and ensuring recommendations are followed up.
Cash Management:
Monitor daily cash balances and prepare cash requests/forecasts.
Ensure proper cash disbursement and reconciliation in line with policies.
Accounting and Record-Keeping:
Oversee the maintenance of accurate accounting records, including accounts payable, accounts receivable, and general ledger.
Ensure proper coding and allocation of expenses.
Procurement and Contracts:
Collaborate with the procurement team to ensure financial compliance in procurement processes.
Review and approve financial documents related to procurement and contracts.
Team Management and Capacity Building:
Supervise and support the finance team in daily operations.
Provide guidance, coaching, and capacity-building opportunities for finance staff.
Monitor performance, conduct regular follow-ups, and ensure adherence to deadlines and quality standards.
Essential:
Degree in finance, accounting, or equivalent professional experience.
Minimum 4 years experience in finance field.
Strong knowledge of financial planning and reporting.
Proficiency in financial software and Microsoft Excel.
Knowledge of donor regulations and compliance requirements
Excellent communication skills in English.
Commitment to safeguarding, diversity, and inclusion.
Desirable:
Previous experience working with specific donors, e.g., GIZ, ECHO, RI.
Experience in fragile/conflict-affected contexts.
Excellent analytical and problem-solving skills
