
Job Purpose: Provide outpatient and/or inpatient medical care to patients/beneficiaries in an emergency setting according to adapted and updated medical knowledge, MSF protocols, values and universal hygiene standards to improve the patients/beneficiary’s health conditions. |
Accountabilities : · Apply medical knowledge and skills to diagnose and prevention. Carry out outpatient and inpatient consultations, prescribing the necessary treatment respecting MSF protocols in an emergency settings. · Keep the patient and/or his/her family informed about the illness and provide appropriate explanations about the treatment to follow, checking they have understood. · Follow up the evolution of the hospitalized/IDP patients, through daily visits , consultations and examinations, prescribing the necessary treatment following MSF protocols, deciding whether they can be discharged or transferred to other departments – in collaboration with other doctors- and informing their family about the patient’s evolution. · Check and control the rational distribution of medicines and equipment under his/her responsibility and take care the quality, disinfection and sterilization of the medical material. Assure general compliance with standing hygiene standards. · Participate in the collection and analysis of epidemiological data, checking its validity and informing the line manager or project coordinator about any problem or complication of the patients illness, medical error and monitors the proper functioning of the department, equipment or material. · Ensure ongoing training of the medical/paramedical multidisciplinary team in order to optimize the quality of care. · Knows and ensures all MSF medical protocols are followed and implemented, checking universal precautions are followed at all times and reducing bio-hazard risks and improving infection control. Ensures professional confidentiality is respected. · Manage the team under his/her direct responsibility according to MSF HR policies and procedures, supervising their performance, organizing and scheduling shifts and rotations, directly participating in emergencies and on calls if necessary. MSF is currently responding to the emergency providing mobile clinics to the displaced population in a variety of collective shelters in Qamishli. In addition, we will be supporting 3 Primary Health Care Centres (PHCCs) around Qamishli and support QNH in trauma preparedness with trainings and supplies. In the future, depending on needs, we may support other health facilities and reduce the mobile clinics, potential to support occassionally in PHCC’s as required and in various ER’s as needed to support the trauma specialist with trainings
· Provide hands on primary health care consultations, NCDs, infectious diseases, sexual reproductive services, including safe and confidential referral to the midwife for disclosures of sexual violence, and referrals to MHPSS team for patients needing MH support. Ensure children requiring EPI are referred to the nearest vaccination Centre. · Ensure supervisor/ manager is informed of any suspected notifiable infectious diseases immediately, i.e., measles, TB, diphtheria, polio, tetanus, hepatitis (AJS) cholera etc. · Discuss medical cases as required with the supervisor/ manager for complex medical cases and those that need referral · Adhere to the rules of patient-centered care and aim to maintain privacy and confidentiality within all settings, including the mobile clinic. · Providing quality medical care to our beneficiaries, working according to the organisational protocols and guidelines. · Participating in trainings arranged within the medical department or others as required · Be prepared to respond to medical emergencies in all sites and perform basic first aid and stabilisation for patients needing referral by ambulance · Participant in evaluation and improvement activities to support the project in improving the quality of care. · Participate in data collection, analysis and reporting as required. · Pay attention to dynamics and aware of ones surrounding and share information with supervisor in case humanitarian rights or medical ethics are endangered. · Respectful and professional boundaries must be ensured at all times, displaying impartiality and neutrality towards beneficiaries and colleagues. · Adhere to all security protocols: timely escalation of security incidents to supervisor/ manager · Maintain Infection Prevention and Control standards, ensuring all team adhere to the basics, washing hands or using hand sanitizing before touching every patient. |
Requirements | |
· Medical Doctor diploma Desirable diploma in Tropical Medicine. |

· 2 year experience minimum as a Medical Doctor or in clinical work (can be within medical training). Desirable in tropical medicine, or post-registration experience in Public Health , obs and gynae, paediatrics, A, infectious diseases, HIV/AIDS/STDs, TB, general practice, general medicine or minor surgery.. |
