General Context:
Un Ponte Per (UPP) is an Italian NGO established in 1991. It started its activities as “Un ponte per Baghdad”, in the aftermath of the first Gulf war, with the aim of organizing solidarity initiatives in support of the Iraqi civilian population. In subsequent years, UPP missions expanded to include Serbia and other Middle Eastern and Mediterranean countries. The NGO aims at preventing armed conflicts, protecting human rights and supporting local civil society, especially in the Middle East, by promoting the nexus between its humanitarian, peacebuilding and development programs.

Since 2015, UPP has been one of the leading INGOs in the North East Syria (NES) response. Thanks to its close partnership with the Kurdish Red Crescent (KRC), UPP has been able to develop a comprehensive system of health services delivered in 26 facilities, including mobile units, hospitals, primary health care centers, and rural health posts. These function as the backbone of the basic healthcare system in the region, including an ambulances network managed by a centralized operational desk for emergency management and COVID-19 response.

Since 2017 UPP is also active in the Protection sector in NES, providing capacity building for local actors on Gender Based Violence (GBV) prevention and response, Child Protection (CP), Psycho-social Support (PSS) and protection mainstreaming in health programs. UPP developed a strong partnership with the Houses of Women, identified as key community stakeholders in GBV response, with the local youth organization DOZ and the Women Protection Department of the Arab National Association, setting up a wider outreach network with a particular focus on awareness and campaigning against early and forced marriage. UPP also co-chairs the NES PSEA Network.

Since 2019 the UPP NES Mission built an Early-Recovery sector component focusing on capacity-building for Local Authorities and civil society, supporting municipalities in NES to establish links with corresponding public bodies in Europe. The intervention pivots on peer-to-peer trainings on waste management (with a strong focus on medical waste disposal), water infrastructure, urban planning and civil defense. 2021 UPP has launched the WaSH and Livelihood sectors under the largest consortium in Syria. 
The team is mostly based in North East Syria (NES) with frequent visits to the project locations and is supported by an office based in Dohuk (Kurdistan Region of Iraq – KRI).

Objective 1: Stakeholder Engagement and Coordination
Outputs:
•    Coordinate with the UPP Protection Coordinator, DOZ partners, and other relevant stakeholders to ensure all activities are effectively carried out, with continuous monitoring and necessary adjustments.
•    Support DOZ with the interviews and selection of local education staff if needed.
•    Engage with local stakeholders, including community leaders and educational authorities, to ensure smooth project implementation.
•    Foster a sense of ownership and commitment to the project’s educational objectives within the community.
•    Coordinate closely with the Program team and other project staff to leverage resources, expertise, and networks to enhance the impact and sustainability of educational initiatives.

Objective 2: Review of Curricula, Training Materials, and Data Analysis
Outputs:
•    Develop a detailed work plan for the training sessions.
•    Review available curricula and suggest additional ones that align with project objectives.
•    Draft training materials and monitoring tools tailored to the needs of the project.
•    Conduct site visits to educational spaces (for children, adolescents, and Women and Girls Safe spaces) to assess current conditions and gather data.
•    Analyze feedback from Focus Group Discussions (FGDs) and prepare for additional FGDs to gather further insights.
•    Work with the DOZ relevant team to jointly review the targeting and selection criteria for children joining NFE programme to ensure the most vulnerable children are reached.

Objective 3: Training Development
Outputs:
•    In coordination with the UPP-DOZ Program team, prepare logistics for upcoming training sessions, ensuring all necessary resources and materials are in place.
•    Prepare training materials for the revised curricula based on feedback and analysis, to be used by UPP and DOZ field staff.

Objective 4: Training Implementation, educational support and quality control
Outputs:
•    Implement the training sessions for DOZ-UPP relevant staff, such as educators, ensuring the content is relevant, practical, and impactful.
•    Provide ongoing support and capacity building to education staff to maintain high standards of teaching and curriculum implementation, including: 
o    Supporting the educational team in preparing student placement assessments aligned with the specified curricula.
o    Assist the educational team in developing student tests, including baselines and endlines, based on the specified curricula.
o    Introduce the educational team to innovative teaching methods, effective classroom management techniques, and strategies for differentiated instruction.
o    Provide clear and actionable recommendations for further enhancing educational quality and impact.

Objective 5: Reporting and Documentation
Outputs:
•    Document lessons learned during the training period and provide recommendations for future improvements.
•    Maintain accurate records of all training activities, materials, and participant feedback.
•    Conduct a thorough review of the training outcomes to ensure that all objectives have been met.
•    Provide regular updates to the PC and relevant stakeholders on the progress of the training and curriculum review.
•    Assist in the preparation of reports for donors and other external stakeholders as needed.

The consultant will complete the following tasks within a period of 2 to 2.5 months, totaling 40 to 50 working days.

•    Education: Bachelor’s degree in Education, International Development, or related field (Master’s preferred). Alternatively, a degree in another field with proven project implementation and management experience in education.
•    Experience:
o    At least 3 years of experience in education sector coordination or teaching, especially in non-formal education and education in emergencies.
o    Minimum of 4 years working in the humanitarian sector in Northeast Syria (NES).
•    Knowledge:
o    Strong understanding of educational principles and best practices in non-formal or informal learning settings.
o    Experience with Psychosocial Support Activities for children, adolescents, caregivers, women, and girls, including referral and support systems in NES.
o    Familiarity with reporting related to education projects.
o    Knowledge of CP in Emergencies Minimum Standards and Women Empowerment international guidelines is an asset.
•    Technical Skills:
o    Proficient in Microsoft Word, Excel, and PowerPoint.
•    Local Knowledge:
o    Currently living in NES with good knowledge of the intervention area (Ar-Raqqa).
•    Language Skills:
o    Fluent in Kurdish Kurmanji and Arabic (both written and spoken), with work proficiency in English.
•    Other Requirements:
o    Familiarity with working group structures in NES is preferred.
o    Experience working with grassroots organizations and civil society in NES.
o    Willingness to travel within NES, including to Hassakeh governorate and Amuda if required.
