Under the responsibility of the Project Manager, the Rehabilitation Technical Officer contributes to the implementation of Humanity & Inclusion's mandate and 10-year strategy in Syria. He/she contributes to the implementation of projects by providing technical expertise and ensuring that the quality and impact of the project(s) concerned is optimized. He works closely with the programme's technical team.

 

The Rehabilitation Technical Officer will be based in Raqqa / Der Ez Zour with regular field visits in the governorates of Hasaka, Raqqa, & Deir Ezzor.

Missions / Responsibilities (*)

 

Mission 1 : Provides guidance and technical support to projects in accordance with the overall technical frameworks and standards within its sectoral perimeter

  1. Provide appropriate technical guidance and support to project managers and/or specialists
  2. Ensure that the project(s) activities are implemented according to internal quality and technical standards and propose adjustments or improvements if necessary.
  3. Adapt project documentation as required in accordance with global technical norms and standards
  4. Contribute to the regular reporting of the technical activities of its perimeter (collection and analysis of the technical data collected) in conjunction with the project team and the MEAL team.
  5. Provides technical guidance to ensure that;
  6. Procurement is based on needs
  7. Procured AMDs meets minimum quality and safety requirements
  8. Protocols of donation are adhered to
  9. The logistical capacity of the partner, which includes the validation of AMDs and the qualifications of suppliers, meets the requirement when operating in partnership 

     

Mission 2: Provides technical learning from projects

 

  1. Conduct clinical supervision and monitoring for rehabilitation service provision
  2. Monitor and ensure the quality of Rehabilitation service delivered to the beneficiaries
  3. Collect the elements necessary for capitalization exercises or scientific documentation.
  4. Contribute to technical learning under the responsibility of the specialist or project manager, based on best practices
  5. Responsible for the technical learning of projects based on lessons learned and good practices
  6. Ensure that the activities implemented comply with international technical norms and standards
  7. Adapt the project documentation to international technical norms and standards, when necessary
  8. Make sure global and field technical specialists get the information they require and collaborate with Technical Divisions when necessary
  9. Implement recommendations for improving the technical quality of projects
  10. Ensure the technical quality and relevance of project activities implemented within his scope of expertise by conducting self-evaluation of his/her project and participate in evaluation cycles under the supervision of the PM.
  11. Contribute to the terms of reference for evaluations

 

Mission 3 : Contributes to the animation of its trade sector

  1. Contribute to recruitment at the technical level
  2. Contributes or leads the technical training and capacity building initiatives for rehabilitation staff as well as other health staff on stimulation therapy techniques for children under 5 years old.
  3. Ensure a collaborative process between PT, nutrition actors, health workers and caregivers of the children.
  4. Contribute to the skills upgrading plan among the Rehabilitation staff
  5. Can contribute to the development of a local talent pool within its sectoral perimeter (conducts technical interviews of candidates and makes recommendations, identifies training needs and coaching)
  6. Support the program/MEAL in rehabilitation data validation and technical checks for qualitative data management.
  7. Ensure that the data process is set and fulfilled in compliance with the rules and principles set by the IM/MEAL and by technical guidance of the sector of his expertise

 

Mission 4 : Contributes to ensuring HI's technical influence within its perimeter

  1. Contribute to the influence of HI's expertise: can represent HI's technical expertise in relevant local networks and with local partners
  2. If relevant, ensure coordination and collaboration with the technical partners of the project as delegated by the specialist or the project leader
  3. Contribute to HI’s external influence by participating in relevant networks
  4. Relay and contributes to advocacy messages under her/his scope
  5. Draft new project contents for the continuity or expansion of the project under hi/ her technical scope

 

Mission 5 : Emergency Preparedness and Response Responsibilities

 

  • Contribute to the support or to the implementation of the program(s) emergency preparedness actions and, during an emergency, adapts his/her work modality to contribute to HI’s effective humanitarian response.

Essential qualifications:

  • Bachelor degree of Science in Physiotherapy or graduate of a 2-year Diploma in Physiotherapy with 5 years clinical experience.
  • At least 2 years’ experience as a clinical supervisor or equivalent
  • Strong clinical experience in working with children under 5 years old
  • Syrian national

 

Desirable qualifications:

  • Proficient in English language
  • Skilled in report writing and documentation
  • Experience in procurement process
  • Experience working in the humanitarian sector

 

 

JOB CONDITIONS 

Starting date:22 June 2025

Duration/ Type of contract: 3  months renewable, based on performance and availability of funds
