Duty Station:          As per need on MDM-ES established bases within the Syria

 

The position is based in Raqqa with regular travel to other operational locations within Syria, including Kobane, Hassakeh, and any future areas of intervention. The successful candidate must demonstrate a high degree of flexibility and willingness to relocate temporarily or permanently to another duty station according to operational needs, security considerations, and mission priorities.

Line Report on bases: Logistics Officers, ICT Officer, Other logistics staff as assigned           


 

Under the direct supervision of the Logistics Coordinator, the Logistics Manager is responsible for the day-to-day management, coordination, monitoring, and quality control of all logistics functions supporting MdM Spain operations in Syria.

The Logistics Manager ensures that procurement, supply chain, fleet, assets, facilities, ICT, and logistics support activities are implemented efficiently, transparently, and in compliance with MdM and donor requirements.

The position plays a key role in strengthening logistics systems, improving planning and follow-up mechanisms, ensuring visibility of logistics priorities and procurement pipelines, supervising logistics teams across multiple locations, and supporting the timely delivery of humanitarian and medical programmes.

The Logistics Manager is expected to operate proactively, identify and escalate risks, ensure effective follow-up of delegated tasks, and contribute to building a culture of accountability, planning, quality, and continuous improvement within the logistics department.

1.     Procurement and Supply Chain Management

-        Lead and supervise procurement activities in accordance with MdM and donor procedures.

-        Ensure procurement planning tools are maintained and regularly updated in collaboration with programme and finance teams.

-        Monitor procurement lead times and proactively escalate delays, bottlenecks, and compliance risks.

-        Ensure timely procurement and delivery of programme and operational supplies.

-        Support development and implementation of framework agreements and strategic sourcing approaches.

-        Ensure all procurement files are complete, accurate, compliant, and audit-ready before submission for validation.

-        Review procurement dossiers for completeness, supporting documentation, signatures, threshold compliance, and procedural accuracy.

-        Ensure appropriate justification and documentation for derogations, exceptions, and procurement decisions.

-        Coordinate and facilitate preparation of procurement documentation including Purchase Requests, RFQs, Evaluation Grids, Purchase Orders, contracts, and tender dossiers.

-        Participate in tender processes and procurement committee activities as required.

-        Maintain and regularly update supplier databases, market assessments, and price reference lists.

 

2.     Procurement Planning and Follow-Up

-        Maintain mission-wide visibility of procurement pipelines and pending procurement actions.

-        Monitor implementation of approved procurement plans and provide regular updates to the Logistics Coordinator.

-        Organize regular follow-up meetings with logistics staff to review pending procurements and operational priorities.

-        Establish tracking mechanisms to ensure procurement actions are completed within agreed timelines.

-        Anticipate procurement risks and propose mitigation measures to avoid operational delays.

 

3.     Fleet and Transport Management

-        Ensure fleet management systems are implemented consistently across all operational locations.

-        Monitor vehicle utilization, fuel consumption, mileage tracking, and maintenance schedules.

-        Ensure vehicle and generator logbooks are properly completed and reviewed regularly.

-        Ensure timely maintenance and repair of vehicles and generators.

-        Monitor fuel stocks and maintain minimum safety stock levels.

-        Coordinate movement planning and transportation requirements across all bases.

-        Ensure all vehicle documentation remains valid and compliant with applicable regulations.

-        Report and follow up on vehicle incidents and accidents.

 

4.     Asset, Equipment and ICT Management

-        Maintain accurate and up-to-date inventories of all mission assets and equipment.

-        Ensure all assets are appropriately coded, tracked, and recorded.

-        Conduct regular physical inventory checks and reconciliation exercises.

-        Ensure proper use, maintenance, storage, and disposal of assets and equipment.

-        Support effective management of IT and communication equipment in coordination with relevant focal points.

-        Ensure systems are in place to monitor equipment allocation and accountability.

 

5.     Facilities Management

-        Ensure offices, warehouses, guesthouses, and operational premises remain functional, safe, and adequately maintained.

-        Coordinate repairs, rehabilitation works, and maintenance activities.

-        Ensure uninterrupted provision of utilities including electricity, water, internet, and other essential services.

-        Monitor contractor performance and quality of works.

-        Conduct regular site visits and identify maintenance needs and operational gaps.

 

6.     Team Management and Capacity Building

-        Promote a culture of accountability, professionalism, collaboration, and continuous improvement.

-        Supervise and support logistics staff across all operational locations.

-        Ensure clear task allocation, workload distribution, and performance expectations within the logistics team.

-        Monitor implementation of delegated tasks and ensure timely follow-up and completion.

-        Conduct regular team meetings and individual follow-up sessions.

-        Identify training and capacity-building needs and develop appropriate improvement plans.

-        Support recruitment, onboarding, and performance management processes for logistics staff.

-        Ensure continuity of logistics functions during periods of staff absence, turnover, or access constraints.

 

7.     Reporting, Systems and Compliance

-        Ensure logistics filing systems remain organized, complete, and compliant with MdM procedures.

-        Maintain logistics documentation in SharePoint and other approved platforms.

-        Compile and review monthly logistics reports from all operational locations.

-        Produce accurate logistics reports, analyses, and dashboards as requested.

-        Support monitoring of logistics budget lines and identify variances requiring management attention.

-        Contribute to internal audits, donor audits, and compliance reviews.

-        Promote the use of standardized logistics tools, trackers, and reporting systems.

-        Identify operational inefficiencies and recommend practical improvements.

 

8.     Safety and Security Support

-        Support implementation of mission safety and security procedures.

-        Ensure logistics arrangements comply with security protocols.

-        Support security-related logistics planning and preparedness activities.

-        Contribute to safeguarding MdM personnel, assets, premises, and equipment.

 

9.     Other Responsibilities

-        Undertake any other duties reasonably assigned by the Logistics Coordinator consistent with the nature of the position.

-        Provide surge support during emergencies, rapid responses, or expansion of operations.

 


 

QUALIFICATIONS

-        Bachelor’s degree in Logistics, Supply Chain Management, Business Administration, Engineering, Management, or a related field.

-        Professional certification in logistics or supply chain management is an asset.

 

EXPERIENCE

-        Minimum 7 years of progressively responsible experience in logistics and supply chain management with INGOs, UN agencies, or humanitarian organizations.

-        Minimum 3 years in a supervisory or management position.

-        Demonstrated experience in procurement, fleet, asset, stock, facility, and logistics team management.

-        Experience managing logistics operations across multiple locations.

-        Experience in remote management and decentralized operational structures.

-        Strong understanding of donor compliance and procurement regulations.

-        Experience of conflict-affected contexts is highly desirable.

-        Experience in construction, rehabilitation, or engineering-related activities is an advantage.

-        Arabic: Mandatory.

-        Kurdish: Strongly desirable.

 

IT SKILLS

-        Proficiency in Microsoft Office 365 (Excel, Word, Outlook, PowerPoint).

-        Experience using SharePoint, OneDrive, and collaborative digital platforms.

-        Experience with procurement and logistics tracking tools.
