POSITION SUMMARY: 
The Site Engineer – Electrical will work on the essential services and infrastructure stabilization portfolio 
of a program focusing on stabilizing communities through reintegration support, improved social 
cohesion, and strengthened essential services in Syria. The role is responsible for supervising, inspecting, 
and verifying the installation, testing, integration, and commissioning of all electrical works and ensures 
that electrical systems are implemented in accordance with approved designs, BOQs, specifications, 
safety standards, and commissioning requirements across multiple infrastructure types, including health 
facilities, water and wastewater systems, laboratories, generators, and solar installations. 
Reporting to the Engineering Coordinator and working closely with the Design and Innovation Lead, the 
Site Engineer – Electrical provides field level technical control, ensuring that electrical works are safe, 
functional, and compatible with existing systems. The role does not manage staff directly but provides 
day-to-day technical supervision of contractors and technicians on site. 
Supervisory level: Engineering Coordinator

 Electrical Site Supervision and Implementation 
 Supervise execution of all electrical works on assigned sites, including power distribution, 
generators, solar systems, control panels, grounding, lighting, and low voltage systems. 
 Ensure electrical installations strictly follow approved drawings, specifications, BOQs, and 
method statements. 
 Monitor contractor workmanship, sequencing, and compliance with safety requirements during 
installation. 
 Verify correct integration of new electrical systems with existing infrastructure. 
2. Quality Control, Safety, and Compliance 
 Conduct routine inspections and site checks to ensure compliance with electrical standards, 
codes, and safety procedures. 
 Ensure proper grounding, load balancing, protection systems, and safety devices are installed 
and tested. 
 Identify non-conformities, document defects, and follow up on corrective actions with 
contractors. 
 Ensure all electrical works are implemented in line with applicable national regulations and 
international standards (e.g., IEC, NEC, BS). 
3. Testing, Commissioning, and Handover 
 Supervise and witness testing and commissioning of electrical systems, including generators, 
solar installations, panels, and distribution networks. 
 Verify functionality, safety, and performance prior to system acceptance. 
 Support preparation of commissioning reports, test certificates, and handover documentation. 
 Ensure systems are fully operational and ready for handover to operators or authorities. 
4. Technical Documentation and Reporting 
 Maintain accurate daily site records, inspection checklists, and progress updates related to 
electrical works. 
 Review contractor shop drawings, material submittals, and as-built drawings for electrical 
components. 
 Support preparation of payment verification documents related to completed electrical works. 
 Provide regular technical updates to the Engineering Coordinator. 
5. Coordination and Problem Solving 
 Coordinate closely with site engineers to ensure compatibility between systems. 
 Liaise with contractors, suppliers, and technicians to resolve site level technical issues. 
 Provide field feedback to the Engineering Coordinator and Design and Innovation Lead on design 
practicality and implementation challenges. 
 Support safe and conflict sensitive implementation in operational environments. 
QUALIFICATIONS and SKILLS: 
1. Education 
 Bachelor’s degree in Electrical Engineering or a closely related field (required). 
 Professional certification or registration in electrical engineering is an asset. 
 Formal training in power systems, generators, or solar installations is desirable. 
2. Experience and skills 
 Minimum 3–5 years of experience supervising or implementing electrical works on construction 
or infrastructure projects. 
 Proven experience with generators, solar power systems, electrical distribution networks, and 
control panels. 
 Experience working on health, water, laboratory, or public infrastructure projects is an asset. 
 Prior experience in humanitarian, stabilization, or post conflict settings is strongly preferred. 
3. Technical Skills 
 Strong understanding of electrical installation practices, testing procedures, and commissioning 
processes. 
 Working knowledge of relevant electrical standards and codes (e.g., IEC, NEC, BS 7671). 
 Ability to read and interpret electrical drawings, single line diagrams, and specifications. 
 Familiarity with grounding systems, protection devices, and electrical safety protocols. 
4. Software and Tools (Required) 
 AutoCAD (working to competent level). 
 MS Excel and MS Word for reporting and documentation. 
 Basic familiarity with electrical testing instruments and commissioning tools.

Experience with solar system design or monitoring tools is an asset.
5. Core Competencies
 Strong attention to detail and commitment to quality and safety.
 Practical problem-solving skills in field conditions.
 Ability to work independently with limited supervision.
 Clear communication and coordination with technical and non-technical teams.
 Fluency in written and spoken Arabic required; English is a strong asset.
Travel Requirements 
 Raqqa-based position, with travel to project sites in Raqqa and Deir ez-Zor Governorates.
