Position Title: Health Specialist
Location: Syria (based in Al-Hasakah Governorate with frequent travel to Raqqa and Deir ez-Zor Governorates)
Line Manager: Health Coordinator
Definition of the Post
• The Health Specialist supports the Health Coordinator in the technical oversight, implementation, monitoring, and quality assurance of health interventions across supported programmes in Syria. The position plays a key role in ensuring effective day-to-day management of health activities, technical compliance, programme performance, and coordination among field teams and programme, MEAL, WASH, Protection, Logistics, Security, etc; in addition to representation in from of authorities (MoH/DoH), Health & Nutrition sectors, and others stakeholders as delegated by the Health Coordinator.
• The Health Specialist provides technical support to health teams operating in Al-Hasakah, Raqqa, and Deir ez-Zor Governorates and contributes to the planning, implementation, monitoring, and reporting of health services and public health interventions. The position ensures that programme activities are delivered according to approved technical standards, donor requirements, project objectives, and implementation plans.
• The position works closely with the Health Coordinator, Programme Teams, Project Managers, MEAL teams, etc. Regular travel is required to provide supportive supervision, technical monitoring, mentoring, stakeholder engagement, and implementation follow-up.
Support the Health Coordinator in the technical oversight and day-to-day implementation of health programme activities across Al-Hasakah, Raqqa, and Deir ez-Zor Governorates.
• Monitor implementation progress against approved workplans, indicators, targets, and timelines and recommend corrective actions when needed.
• Ensure health interventions are implemented according to approved technical standards, project agreements, donor requirements, and relevant health guidelines.
• Conduct routine field visits to health facilities and programme sites to assess service delivery performance and provide technical support to field teams.
• Support field teams in resolving operational, technical, and programme implementation challenges.
• Promote integration of primary health care, community health, disease prevention and control, nutrition, mental health, referral services, and quality improvement activities.
• Support the development and implementation of quality assurance and quality improvement initiatives across supported health facilities and programmes.
• Review programme performance data and monitor key indicators related to service utilization, quality of care, referral performance, patient satisfaction, and health outcomes.
• Identify risks, bottlenecks, and performance gaps and provide recommendations to improve programme effectiveness and quality.
• Follow up on implementation of action plans resulting from assessments, supervision visits, audits, and evaluations.
• Support the Health Coordinator in maintaining effective coordination with programme teams, technical specialists, project management staff, partners, and stakeholders.
• Participate in technical meetings, coordination forums, assessments, monitoring visits, and stakeholder consultations as delegated by the Health Coordinator.
• Provide supportive supervision, coaching, and mentoring to health programme staff and health facility teams.
• Support identification of training needs and contribute to the design and delivery of capacity-strengthening activities.
• Assist in the development and dissemination of technical guidance, SOPs, supervision tools, and programme implementation resources.
• Review health programme reports and monitoring data to ensure technical accuracy and completeness.
• Contribute to monthly, quarterly, annual, and donor reports by providing technical analysis, achievements, challenges, lessons learned, and recommendations.
• Support assessments, surveys, evaluations, and operational reviews.
• Work closely with MEAL and Information Management teams to strengthen data quality, reporting systems, and evidence-based decision-making.
• Document and disseminate best practices, lessons learned, and programme achievements.
University degree in Medicine or nursing
• Master’s degree in Public Health, Health Systems Management, Epidemiology, Global Health, Health Policy, Health Governance, or a related field is highly desirable.
• Minimum five (5) years of progressively responsible experience in health programme implementation, public health, health systems strengthening, or healthcare services.
• Minimum three (3) years of experience in technical supervision and coordination of health programmes.
• Demonstrated experience in planning, implementing, monitoring, and reporting health interventions in humanitarian and/or development settings.
• Experience conducting health facility assessments, supportive supervision, programme monitoring, and capacity-building activities.
• Previous experience with international NGOs is required.
• Strong understanding of primary health care, public health, health systems strengthening, and healthcare quality improvement approaches.
• Experience in health data analysis, performance monitoring, and programme reporting.
• Fluency in English and Arabic.
