The Field Manager is responsible for leading the operational implementation of MdM-supported activities in Hasakeh and Raqqa Governorates, with a particular focus on supporting target Primary Health Care Centers. Operating in a fragile and dynamic security environment, the Field Manager will oversee field base management, coordinate support functions (Finance, Logistics, HR, Security, etc.), and ensure operational continuity. The role involves direct supervision of field teams, close collaboration with technical and program teams, and representation with local authorities and partners. The position can be relocated as per need of the organization.

 

 

1. Operational and Programmatic Support: 

 

  • Lead the daily operations of the Hasakeh/Raqqa field base, ensuring effective coordination between logistics, program, MEAL, and support teams.

  • Work closely with the Country Coordinator, Program Coordinator, and technical advisors to develop response plans, contribute to project design, manage budget, support quality implementation of activities in PHCCs and contribute to the overall NES response strategy.

  • Support needs assessments, field surveys, and data collection in coordination with relevant teams.

  • Participate in project planning and monitoring efforts to ensure timely achievement of deliverables and adherence to donor and MdM standards.

  • Ensure regular and structured planning, monitoring, and reporting mechanisms are in place across all departments.

  • Coordinate closely with the Logistics Coordinator to ensure effective procurement, supply chain, stock management, and fleet utilization in line with MdM policies.

  • Promote efficient and transparent use of resources, ensuring value for money, cost-efficiency, and accountability.

 

2. Safety and Security Management

  • In collaboration with the Country Coordinator and Logistics/Security focal points, ensure respect and adaptation of mission safety and security protocols by all staff (under your management) while conducting field operations.

  • Ensure all staff are briefed, trained, and compliant with the latest security procedures.

  • Monitor the security context and share information/advise on risk mitigation measures to Security focal person of the mission and to ensure staff safety and program continuity.

  • Contribute to updating the safety and security protocols of the missions on a periodic basis or when required.

 

3. Coordination and Representation

  • Maintain close collaboration with the humanitarian access and security advisor of the mission for matters related to external coordination for a cohesive strategy.

  • Represent MdM at the local level, particularly with the HAO, LHA, local administration, and community stakeholders. 

  • Facilitate and lead field-level negotiations and authorization processes to enable access and continuity of services.

  • Participate actively in field-level coordination platforms and forums to ensure a harmonized response and promote MdM’s visibility and influence.

  • Maintain active mapping of actors/UN agencies operating in the areas and realize any possible complementarity in responses for maximum benefit to the beneficiaries. 

  • Ensure all administrative requirements necessary for project implementation are fulfilled, including timely development and renewal of MoUs, regular reporting, and participation in coordination meetings with relevant authorities. 

    • MOUs must be developed with clearly defined and mutually agreed obligations from the outset to prevent misinterpretations, ensure smooth project execution, and reflect a clear exit strategy in collaboration with program teams and Country Coordinator. 

    • Any required amendments or updates to these agreements should be carried out swiftly to maintain full compliance with local regulations. 

    • Maintain close and proactive collaboration with local administration/security forums to stay informed about evolving local policies, procedures, or authorization requirements, and take timely action to adapt administrative processes accordingly.

 

4. Team Management and Capacity Building

  • Supervise and support all operations and support staff based in Hasakeh, enabling a respectful and results-oriented work environment.

  • Lead recruitment, onboarding, performance evaluations, and professional development for field-based teams.

  • Identify capacity-building needs and coordinate training and coaching opportunities in collaboration with HR and technical leads.

     

5. Compliance and Reporting

  • Ensure that all operational activities adhere to MdM internal procedures, donor requirements, and NES regulations.

  • Contribute to internal and external reporting (logistics, security, program support) in coordination with relevant departments.

  • Maintain organized documentation for audits, monitoring visits, and internal controls.

 

4. Cross-Cutting Responsibilities

  • Ensure compliance with MdM’s policies related to Protection, Gender, Inclusion, PSEA, and Safeguarding.

  • Enable a culture of accountability, transparency, and continuous learning.

     

Note: This position is based in Hasakeh Governorate and duty-station may change due to organizational requirements. This position may regularly travel within NES, subject to security conditions.

 

 

  • Minimum 5 years’ management experience working in an emergency or humanitarian context.

·       Proven ability to work under pressure, meet tight deadlines, and perform with minimal supervision.

·       Experience in supporting emergency programs through field deployment or remote coordination.

·       Demonstrated experience in security management within high-risk or insecure environments.

·       Strong leadership and team management skills, with previous experience supervising multidisciplinary teams.

·       Excellent verbal and written communication skills; capable of writing clear, concise reports.

·       High level of cultural and political sensitivity; displays tact, diplomacy, and patience.

·       Commitment to humanitarian principles, organizational values, and code of conduct.

·       Fluency in Arabic and Kurdish (native level); professional fluency in English (written and spoken) is required.

·       Proficient in MS Office applications, especially Excel, Outlook, and PowerPoint.

·       Experience working in complex, volatile settings and adapting to rapidly changing environments.

  • High degree of flexibility and resilience; able to manage stress and ambiguity effectively.

·       The responsibilities are not exhaustive with possibility of inclusion of additional duties requested by Country Coordinator.
