We are an independent and impartial international aid organization working in situations of poverty and exclusion, conflict and disaster. Working alongside persons with disabilities and other vulnerable groups, our action and testimony are focused on responding to their essential needs, improving their living conditions and promoting respect for their dignity and their fundamental rights.

Our organization is a not-for-profit organization with no religious or political affiliation. It operates as a federation made up of a network of associations that provide it with human and financial resources, manage its projects and implement its actions and social mission

The consultant will be responsible for:

A. Workshop Preparation

Support HI and KRC in preparing the workshop agendas, objectives, and methodology.

Review and synthesize the initial mapping outcomes to inform workshop content.

Prepare facilitation materials (presentations, group exercises, templates) for the two workshops.
 

B. Workshop Delivery

 

Workshop 1 – Gap and Capacity Analysis & Proposal for Actions

Objective:
To collectively identify current strengths, weaknesses, and existing capacities among stakeholders related to preparedness and response in NES, and to propose practical actions to address the identified gaps.

 

Expected Deliverables:

Gap Analysis Summary:

o Consolidated list of key preparedness and response gaps (institutional, technical, coordination, resources, etc.).

Capacity Mapping:

o Overview of existing capacities, resources, and ongoing initiatives among NGOs, civil society, and authorities.

Proposed Actions for the Road Map:

o Draft list of prioritized and feasible actions or measures to strengthen preparedness and coordination.

Documentation:

o Record discussions, group work results, and proposed actions using agreed templates.

o Compile a summary report capturing main findings and recommendations to inform the draft Road Map.

Workshop 2 – Review and Endorsement of the Road Map:

Objective:
To present, review, and validate the Draft Preparedness and Response Road Map developed after Workshop 1, ensuring alignment and ownership among all stakeholders.

Expected Deliverables:

Reviewed and Updated Road Map:

o Incorporating feedback, adjustments, and additional recommendations from participants.

Endorsement Summary:

o Agreed final version of the Road Map, endorsed by key actors (NGOs, civil society, local authorities, and humanitarian partners).

Action Plan for Follow-Up:

o Agreement on next steps, responsibilities, and coordination mechanism for implementation.

Documentation:

o Capture all feedback, proposed changes, and final agreements.o Produce a concise workshop report summarizing discussion outcomes, endorsement details, and next steps.

Facilitation Note:
Both workshops should be conducted in a participatory and inclusive manner, ensuring balanced contributions from NGOs, civil society groups, local authorities, and humanitarian actors.

 

C. Workshop Follow-Up & Reporting

Workshop Follow-Up & Reporting

Compile and Consolidate findings from the first workshop (identified gaps and suggested actions to be included in the Road Map) into a draft Road Map for Preparedness and DRR for the NES region.

Review and finalize the Road Map based on discussions and endorsements from the second workshop.

Produce a final consultancy report for each workshop, include creating the templates needed for it and summarizing the key outcomes, lessons learned, and recommendations for follow-up actions and next steps.

 

Deliverables:

 

1. Finalized agendas and facilitation materials for the two workshops.

2. Documentation of both workshops, including participant lists, discussions, and findings.

3. Draft Road Map for Preparedness and DRR developed after the first workshop.

4. Final Road Map validated and endorsed after the second workshop.

5. Final consultancy report summarizing key outputs, recommendations, and lessons learned.

Contractor Context:
The consultant will be engaged as an independent contractor, not an employee of Humanity & Inclusion. This consultancy is time-limited (2 months) and project-based, with the primary objective of supporting the design, facilitation, and documentation of DRR coordination workshops in collaboration with HI and KRC.

The consultant will deliver clearly defined outputs within the timeframe and will work closely with HI’s DRR team and KRC focal points.



 

Requirements:

• University degree in Management, Humanitarian Studies, Social Sciences, Disaster or Crisis Management or related field.

• At least 5–8 years of relevant professional experience in stakeholder engagement and coordination within humanitarian or emergency contexts, including experience in engaging with local stakeholders and facilitating workshops.

• strong knowledge of disaster risk management, emergency, preparedness and humanitarian coordination, and participatory facilitation approaches.

• Proven experience in planning and delivering strategic events and workshops, and in producing analytical reports and practical roadmaps or strategies.

• Excellent communication, documentation, and presentation skills.

• Fluency in Arabic required; English proficiency is required.
