The Deputy Country Director - Operations will provide thought leadership and is overall responsible for the Mission Operations development and its quality,
The DCD-Operations is a member of the Senior Management and is expected to be committed to AAH’s vision and values and lead with integrity always. S/he represents AAH at senior levels with authorities, the UN, donors, local partners and other external stakeholders.
Objective 1: Supervision of Operations and contract implementation
- Liaise with donors to ensure quality and compliance with contracts and agreements.
- Lead and guide technical Coordinators in collaboration with the field coordinators to deliver Projects aligned with the country strategy.
- Ensuring the supply chain works efficiently, resources are delivered on time, and risks are well managed
- Co-lead the integration process with partners and government bodies as per MoUs, ensuring compliance with partners’ and authorities’ procedures.
Objective 2: Operational implementation of Projects
- Oversee and support Managers in all stages of the PCM, linking with ACF and donor requirements.
- Lead the roll out digital tools to enhance implementation and make sure the systems are in place to avoid any delays.
- Ensure planned projects are adequately resourced and risks are mitigated.
- Anticipate operational implementation challenges and develop preemptive solutions.
- Maintain updated databases for reporting and capitalization purposes.
- Review proposals, MoUs, contracts, and donor reports with CD, ensuring high-quality external reporting and donor compliance.
Objective 3: Supervision of Partnerships and localization
- Supervise the Partnership Department
- Proactive Mission level coordination
Objective 4: Operations and Projects Development
- Supervise and guide Grant Manager and fundraising planning at regional and international levels.
- Facilitate knowledge and technical exchanges on Action Against Hunger methodologies, including G&P and Climate resilience cross-cutting Departments.
- Promote cross-departmental participation in designing programs, with an emphasis on technical capacities in Health & Nutrition, WASH, FSL/CASH, MEAL
Objective 5: Mission strategy and representation
- Emergency context and preparedness: considering political, geopolitical and natural sudden changes in the region, prioritize relationship-building with partners who have strategic influence or alignment with key sectors.
- Guide technical and operations teams on preparedness and programmatic solutions.
- Diplomatic engagement: Support the Country Director and Advocacy Manager in developing diplomatic approaches to strengthen ACF visibility and recognition in Syria, as well as part of business development action points.
- Participate in strategy development and revisions, supporting SMT in formulating joint strategies for all ACF Sector WASH, FSL, Health & Nutrition, and Advocacy.
- Develop a yearly action plan with the Deputy CD Support, Operations Coordinator, and Field Coordinators under CD supervision, aligned with the mission strategy.
Objective 6: Collaboration Between DCD Operations and DCD Support
- Establish and maintain regular communication with DCD Support to ensure alignment between Operational needs and support functions (logistics, HR, administration, and finance).
- Provide timely updates to DCD Support regarding Projects implementation, challenges, and resource requirements to enable proactive support and decision-making.
- Collaborate with DCD Support to identify and address gaps in systems, processes, and capacity that may impact the efficiency of Projects delivery.
- Work together to develop integrated plans that align program strategies with resource allocation, compliance, and operational priorities.
- Facilitate joint efforts to strengthen transparency, accountability, and fraud prevention measures across programs and support units
Objective 7: Security Management (Backup Role)
- Serve as the backup for the CD when requested in for assessing risk exposure, managing security situations, and providing security guidance.
- Step up to take appropriate action during particular security incidents or in the CD’s absence
- Master degree in the Field of socioeconomic development, humanitarian and development cooperation, international relations, business development, humanitarian action and peacebuilding
- Specific expertise in Projects supervision, Management of Partnerships, Relation with a diversity of stakeholders, Data analysis and Proposal writing
- Proven Team management and leadership,
- Knowledge of Action against Hunger is an asset
- Minimum 5 Years in similar position
- English is compulsory, Spanish - Arabic is A plus
- Compulsory knowledge of Windows, word, excel, power point, use of email and internet tools
- Humanitarian knowledge, negotiations skills for conflict environments
- Strong networking and representational skills and capacity of acting as spokesperson
- Security management in complex security situations with context and Risk Analysis and Management.
- Cultural and conflict sensitivity approach.
- Knowledge in International Cooperation/Development and key (public and private) donors of the sector
- Strategic and operational planning capacity and team management and leadership
- National and international mobility
Remuneration package
Incorporation into a multicultural, professional and innovative organization with the possibility of participating in projects with high social impact.
- Contract length: 4 months renewable base on Action Against Hunger fund and performance.
- Base: Damascus (Syria)

- Compensation Package consisting of:
- Salary: according to Action Against Hunger salary scale and according to candidate’s previous experience.
- Action Against Hunger - Spain remuneration system allows a salary progression based on the annual development appraisal.
- This packaged includes:
- Expatriate insurance (health, live, repatriation, travel, etc.)
- Yearly holiday return flight ticket
- Accommodation and housing expenses (in a shared guest house)
- Travel costs to and from the mission.
- 25 working days of paid leave per year
- Break on 8 weeks cycle: additional rest period of 5 working days, including a lump sum for travel cost to a reference area and economic contribution.
- Extra benefit per month and per child (Under 18 years old - according to standard list of Action Against Hunger - Spain).
