Blumont is hiring two Child Protection Officer positions: one in Al Hol Camp and one in Roj Camp. The Child Protection Officer is responsible for leading the planning, development, implementation, coordination, and monitoring of child protection programs in camp and community settings. This includes ensuring quality case management services, psychosocial support interventions, community-based child protection mechanisms, and capacity-building of staff, partners, and community members. The role also involves strategic liaison, partnership coordination, advocacy, and information management to ensure a comprehensive, inclusive, and sustainable approach to preventing and responding to child protection risks, including for unaccompanied and separated children and other vulnerable groups. 
 


 

The role reports to: Senior Roving Protection Coordinator  
 

Staff reporting to this post: Child Protection Community Facilitator

Case Management, Response, and Service Coordination 
 

  • · Lead and supervise the end-to-end case management process for children and adolescents at risk, including identification, registration, assessment, case planning, implementation, follow-up, and case closure in line with case management SOPs, IASC guidelines, and the Best Interest of the Child principles. 
     
  • · Ensure timely referrals and strengthen coordination with health, education, GBV, and psychosocial support services. 
     
  • · Oversee safe and inclusive Child-Friendly Spaces and adolescent hubs, ensuring structured and unstructured PSS activities are delivered effectively. 
     
  • · Ensure timely and high-quality service delivery to vulnerable groups including unaccompanied and separated children, survivors of violence, adolescents at risk of exploitation, children with disabilities, and those exposed to neglect, abuse, or harmful practices. 
     
  • · Oversee confidential documentation and data management, ensuring that case information is recorded accurately, securely stored, and shared only on a strict need-to-know basis via the case management Information Sharing Protocol (ISP). 
     
  • · Review and approve case plans, provide technical guidance and decision-making support to case workers on complex or high-risk cases, and conduct regular case audits and multidisciplinary case conferences. 
     
  • · Strengthen referral pathways and coordinate with multi-sectoral partners (health, education, GBV, MHPSS, legal, and livelihoods) to ensure holistic, child- and adolescent-centered responses.

  • · Facilitate, with the support of the protection program manager, access to family tracing, reunification, and alternative care solutions for children without parental care, working closely with partners and relevant authorities. 
     
  • · Ensure that adolescent-specific vulnerabilities (e.g., child recruitment, early marriage, sexual exploitation, school dropouts, and psychosocial distress) are systematically identified, documented, and addressed through tailored interventions and referrals. 
     

Community-Based Child Protection Mechanisms & Prevention 
 

  • · Lead the establishment, training, and regular support of Child Protection Committees (CPCs) and other community-based protection groups to strengthen community ownership of child protection responses. 
     
  • · Coordinate and oversee the delivery of community awareness and prevention activities on child rights, positive parenting, harmful traditional practices, child labor, early marriage, and violence against children and adolescents. 
     
  • · Support and monitor the operation of Child-Friendly Spaces and other community-based child and adolescent support hubs to ensure they are safe, inclusive, age-appropriate, and accessible, including for children with disabilities. 
     
  • · Promote the establishment of family-based care systems and alternative care mechanisms for separated and unaccompanied children, ensuring ongoing follow-up and case review. 
     
  • · Work closely with caregivers, youth groups, schools, and local leaders to create protective environments for adolescents, including through mentorship networks, life skills sessions, and peer support initiatives. 
     
  • · Identify and address protection risks affecting adolescents such as radicalization, recruitment, child labor, or harmful coping strategies  and coordinate targeted community responses to mitigate these risks. 
     

Capacity Building, Mentorship, and Technical Support
 

  • · Provide continuous technical supervision, mentorship, and coaching to case workers, adolescent program facilitators, and community mobilizers, ensuring they have the knowledge, skills, and resources needed to deliver quality services. 
     
  • · Develop and facilitate training sessions and capacity-building workshops for staff, volunteers, caregivers, community leaders, and adolescents themselves on child protection principles, case management standards, safeguarding, and adolescent engagement. 
     
  • · Guide field teams in integrating adolescent-responsive approaches across all activities ensuring interventions are participatory, gender-sensitive, and age-appropriate. 
     
  • · Organize peer-learning sessions, reflective supervision, and case review meetings to foster continuous improvement and knowledge sharing among staff. 
     
  • · Conduct regular field visits to observe interventions, provide feedback, and ensure adherence to ethical standards, safeguarding protocols, and best practices in adolescent engagement. 
     

Coordination, Representation, and Partnerships
 

  • · Coordinate with return preparation teams to address child protection needs of departing households and ensure safe reintegration planning. 
     
  • · Represent Blumont’s child protection program in inter-agency coordination mechanisms, working groups, cluster meetings, and collaborative initiatives, ensuring that adolescent protection issues are included in broader protection agendas. 
     
  • · Strengthen coordination with government bodies, UN agencies, NGOs, and community-based organizations to improve service integration and advocacy for child and adolescent rights. 
     
  • · Contribute to the development and updating of SOPs, referral pathways, and inter-agency protocols, integrating adolescent-specific considerations and services.

  • · Support cross-sectoral collaboration with GBV, education, youth, livelihoods, WASH, and health teams to ensure multi-sectoral, holistic responses to protection risks for both children and adolescents. 
     
  • · Engage community leaders, schools, youth groups, and families to promote inclusive adolescent participation in decision-making, peer education, and community protection initiatives. 
     

Program Implementation, Planning, and Quality Assurance
 

  • · With close support from the senior protection coordinator lead the planning and implementation of child and adolescent protection activities, ensuring alignment with project objectives, donor commitments, and organizational priorities. 
     
  • · Develop and oversee detailed work plans, activity calendars, and implementation schedules, ensuring activities are delivered on time, within scope, and to high quality standards. 
     
  • · Design and oversee adolescent-focused interventions such as life skills training, mentorship programs, youth-led initiatives, and safe participation platforms. 
     
  • · Ensure all activities are child- and adolescent-sensitive, gender-responsive, and inclusive of marginalized groups, including children with disabilities and minority communities. 
     
  • · Guarantee the integration of child safeguarding, PSEA, and “Do No Harm” principles across all program activities. 
     

Monitoring, Evaluation, Reporting, and Learning
 

  • · Ensure accurate, complete, and up-to-date data collection and documentation on child and adolescent protection interventions. 
     
  • · With support from the MEL manager, develop monitoring frameworks and tools to track adolescent participation, engagement, and outcomes, ensuring data informs program adaptation. 
     
  • · Conduct regular field monitoring visits, analyze trends, and identify emerging risks, particularly those affecting adolescents. 
     
  • · Support participatory monitoring approaches, including adolescent-led feedback mechanisms and peer evaluation activities, to improve accountability and program relevance. 
     
  • · With support from the senior protection coordinator, lead on weekly, monthly, quarterly, and donor reporting, providing comprehensive analysis of achievements, gaps, and lessons learned. 
     
  • · Contribute to the documentation of best practices, success stories, and case studies highlighting adolescent protection outcomes and program impact
     



 

  • · A diploma degree in sociology, social science, social studies, or a relevant field is required. 
     


 

EXPERIENCE and SKILLS 
 

  • · Minimum of 2 years of experience in protection programming, preferably with humanitarian NGOs, including direct involvement in case management and service delivery for vulnerable children and adolescents. 
     
  • · Proven ability to manage complex child protection cases, including those involving unaccompanied and separated children, survivors of violence, children with disabilities, and children affected by conflict or displacement.

  • · Demonstrated expertise in adolescent-focused programming, including the design and implementation of interventions addressing early marriage, child recruitment, exploitation, radicalization, school dropout, and psychosocial distress. 
     
  • · Experience in using and managing Child Protection Information Management Systems (CPIMS/Primero), with skills in data analysis, case documentation, and information management. 
     
  • · Additional professional training in case management, psychosocial support (PSS), child safeguarding, adolescent programming, or CPIMS is highly desirable. 
     
  • · Strong understanding of child protection principles and standards, including the UNCRC, IASC Minimum Standards, and the Best Interests of the Child framework. 
     
  • · Solid knowledge of adolescent development, participation methodologies, and youth engagement approaches, with the ability to design, implement, and evaluate community-based child protection and adolescent-focused interventions. 
     
  • · Proficiency in referral systems, safeguarding protocols, and psychosocial support methods, including group facilitation, peer-to-peer approaches, and participatory learning. 
     
  • · Experience in training, mentoring, and capacity building of staff, partners, caregivers, and community members on child protection, case management, and adolescent engagement. 
     
  • · Proven ability to coordinate and collaborate with government agencies, UN bodies, NGOs, community-based organizations, and youth networks. 
     
  • · Strong computer literacy, including proficiency in MS Office (Excel and PowerPoint) 
     
  • · Fluency in written and spoken Arabic is required; English working proficiency is preferred.
