The Project Officer will support implementing the NMFA-funded program “Syria Renewed: Clearing the Way for Stability and Sovereignty” in Raqqa and other relevant locations. The role entails coordinating integrated protection, mine action, and recovery activities with NPA staff and local partners. These include explosive ordnance risk education (EORE), non-technical surveys, marking of hazardous areas, livelihoods support, peacebuilding, and governance strengthening.

 

The officer will ensure technical quality, inclusive delivery, and community engagement while supporting day-to-day implementation, monitoring, and adaptive learning. This role contributes to reducing explosive risks, fostering socio-economic recovery, and strengthening local governance structures in line with NPA’s integrated program strategy.

 

This position is based in Amuda, Northeast Syria, but it frequently travels to Raqqa and other NORAD prioritised operational areas, including Mount Kawkab (Al-Hasakah), Shadadi, and Al Karama (Raqqa). It also involves remote management of operations in the Idlib governorate.

General description:

The Project Officer will support the field implementation of integrated mine action, protection, and recovery activities in Northeast Syria, including Non-Technical Surveys (NTS), Explosive Ordnance Risk Education (EORE), marking of hazardous areas, peacebuilding, and community-based recovery initiatives. The role involves providing technical and operational support to three local implementing partners to ensure inclusive, accountable, and coherent delivery of project components across Raqqa (Al Karama), Al-Hasakah (Mount Kawkab, Shadadi, Hasakah city), and Idlib.

 

The Project Officer will work closely with the Program Coordinator for Aleppo and Homs to align strategies and promote knowledge sharing across operational zones. Additionally, the role requires collaboration with the EORE Focal Point in Damascus to uphold quality standards, standardise materials, and report EORE activities in a timely manner. The Project Officer will also coordinate with the Senior FSL Officer, CV/PVE Coordinator, and the SGBV/Protection & Empowerment Coordinator to create referral pathways for livelihoods and other cross-sectoral services beyond the immediate scope of the project.

 

Specific description

  • Maintain daily coordination with local implementing partners to ensure timely, inclusive, and accountable delivery of project activities, providing guidance and support as needed.

  • Conduct regular monitoring visits to partner-implemented activities in Raqqa (Al Karama), Mount Kawkab, Shadadi, and Hasakah city, with additional travel to other operational areas as required. Provide remote oversight for activities in Idlib.

  • Coordinate with partners on the planning and implementing Non-Technical Surveys (NTS), ensuring community-led risk identification and accurate mapping of explosive hazards.

  • Follow up on partner-led marking of explosive ordnance (EO) hazardous areas and deployment of risk signage to ensure adherence to quality and safety standards.

  • Oversee the delivery of inclusive Explosive Ordnance Risk Education (EORE) sessions by partners, ensuring content is tailored by age, gender, and disability, and aligned with national standards.

  • The Project Officer will coordinate with local partners and relevant NPA staff including the Senior FSL Officer, CV/PVE Coordinator, and SGBV/Protection & Empowerment Coordinator to establish effective referral pathways for livelihoods and other cross-sectoral services for income-generating and support opportunities beyond the scope of the mine action program.

  • Monitor partner activities that promote local governance, social cohesion, and inclusive dialogue, ensuring they align with the program's protection and recovery goals.

  • Coordinate with the MEAL team to ensure partners collect disaggregated data (SADD) and effectively use feedback mechanisms and support learning and adaptation based on monitoring outcomes.

  • Gather feedback from partners, identify implementation challenges early, and flag issues to the line manager. Recommend adjustments and solutions to improve quality and relevance.

  • Support and co-facilitate capacity-building sessions for local partners to strengthen implementation quality and accountability.

  • Consolidate monthly verification data and submit timely narrative reports reflecting partner progress, achievements, and challenges.

  • When delegated, represent NPA in external coordination forums and maintain effective communication with local authorities, NGOs, and UN agencies to ensure program alignment, strengthen partnerships, and support effective coordination.

Required qualifications:
Education:

Must have: 

  • University degree in  Law, Education, or other relevant educational degree.
Experience:

Must have:

  • Minimum 3-4 years of relevant experience in project implementation, preferably in mine action, gender-sensitive programming, particularly in protection and case management for vulnerable populations, or early recovery.
  • Strong reporting and documentation skills.
  • Previous experience working with NGOs or INGOs in humanitarian or development contexts.
  • Fluency in both written and spoken Arabic and English is essential.
  • Excellent computer skills, including proficiency in Microsoft Office (Word, Excel, PowerPoint) and data entry tools

  • Strong communication, networking and interpersonal skills
