The Health Quality Programing Specialist (HQPS) will be advising and monitoring the design and development of the programme’s outputs aimed at monitoring and increasing the quality of health care serviced delivered in NES, through assessment and research, quality improvement plans, capacity building and technical assistance to relevant stakeholders (local health institutions, NGOs, private actors). The HQP Specialist will form integral part of UPP Health Governance Department, she/he will work under the technical supervision of the UPP Health Governance Specialist and the Health Governance Coordinator (HGC) and under the line management of the Project Manager and will closely coordinate with the Information Management (IM) Specialist. She/he will be technically supervising and mentoring the Health Quality Programming Officer(s) and will provide advice and recommendations for mobilizingadditional expertise (to achieve the planned goals throughout the project implementation, as needed

Technical review of quality of healthcare delivered in each territory, embedded at the level of the Area Stewardship Units, and development and application of a regulatory framework for quality monitoring and contribution to the overall strengthening of the health system in NES.

o Technical analysis and validation of data on key quality indicators, including but not limited to patient satisfaction, clinical outcomes, adherence to clinical guidelines, infection prevention and control practices, and availability of essential medicines and supplies. 

o Review of comprehensive assessment reports highlighting findings, recommendations, and action plans for improvement with the support of the QPHO, in addition to periodic quarterly and annual donor reports on progress of the Quality Improvement Plan

o Provide technical support to the Quality Programming Health Officer, Area Health Officers and ASUs staff members on designing quality improvement methodologies, clinical protocols, quality measurement tools, and other relevant areas.

o Monitor and evaluate the implementation of quality improvement initiatives and document best practices and lessons learned.

o Lead on development and revision of standard operating procedures and guidelines related to the delivery of quality health services.

o Stakeholders engagement at senior level technical discussion to ensure active participation and endorsement around the Quality Improvement Plan,

o Collaborate with other team members and departments to ensure integration and coordination of quality improvement activities with other program components.

o Provide periodic internal and external qualitative and narrative project related reports.

o Represent UPP in technical coordination platforms and in stakeholders engagements.

Syrian nationality

o Medical profession or health-related accreditation fully completed(doctor or nurse, or any other relevant medical profession), with preferable Master studies in Public Health, or demonstrated experience in managing health care systems.  

o Minimum of two-years’ experience in leadership in designing, implementation and monitoring health program within a health INGOs in NES.  

o Accredited experience as trainer in health services, developing clinical guidelines and SoPs.

o Advanced knowledge in Health Information System, Health data analysis and excellent reporting skills.

o Fluency in English and Arabic. Kurdish is a merit.

o Disponible and committed for the project contract time (full time)

Other aspects that will merit are:

• Proven experience in conducting Health Facilities Assessments and quality improvement initiatives in the health sector.

• Strong knowledge of quality improvement methodologies, tools, and approaches.

• Familiarity with health systems strengthening principles and approaches.

• Proven leadership capacity.

• Experience in planning and implementation of health programs.

• Good understanding of the project life cycle management.

• Excellent capacity to work in team.

• Proven capacities to plan activities successfully targeting results and objectives.

• Experience of planning, organizing and prioritizing work, working under pressure and meeting deadlines.

• Ability to work under pressure in stressful environments
