
The purpose of this role is to ensure that IDA-Germany international and local personnel are working within an environment consistent with accepted minimum safety and security standards. This encompasses the development of security plans and mainstreaming of the individual and collective sense of security and safety awareness, and responsibility. It also consists of advising the SMT on security challenges, developing risk assessments and proposing risk reduction measures in addition to developing, maintaining, updating and implementing, when necessary, security protocols and operating procedures according to the changing situation
1. Environment Analysis
• Analyse the parameters of the working environment by assessing the nature of the threats and IDA-Germany vulnerabilities in relation to the emergency.
• Collect the necessary data and information to develop a comprehensive risk assessment.
• Monitor the political, social, economic, and military situation and identify trends relevant to the security situation.
2. Security management
• Assist with the strategic and operational analysis and assessments and with the refinement of program strategies.
• Perform security risk assessments or evaluation missions to the field and regularly review safety and security Procedures.
• Represent IDA and coordinate amongst all actors (Donors, Partners, Local Authorities, military, OCHA, NGO forums, INSO, ACAP, etc) on all matters of safety and security.
• Take the lead in negotiations and collaboration efforts with external stakeholders, authorities, and relevant actors to establish and maintain a secure operating environment for the IDA's personnel and assets. This includes building relationships, addressing security concerns, and working towards mutually beneficial security arrangements and protocols.
• Organize and circulate relevant safety and security information to the staff and provide an opportunity for employees to voice Safety and/or Security-related concerns.
• Contribute to the security of the humanitarian community by sharing relevant security-related information.
• Ensure timely and accurate reporting of safety and security incidents.
• Train and coordinate training in safety and security, ensuring that staff have the necessary equipment and are trained accordingly.
• Take part in facilitating access issues when necessary.
• Ensure that project proposals and operational plans budgets include safety and security plans.
• Ensure that all incoming newly hired employees and visitors receive a security briefing and information.
• Ensure all staff understand and fulfil individual and collective responsibilities for safety and security.
• Supervise and enforce (including disciplinary action where necessary) compliance safety and security standards and procedures.
• Maintains confidentiality of sensitive information, including financial and human resource data
• Performs any other duties requested by the Line Manager or General Director according to professional capacity.

Requirements:
Profound Understanding of the Norhteast Syria Region and Al-Hol Camp in specific, besides a comprehensive understanding of the security landscape of Syria as a whole.
Possess 1-3 years of prior experience in safety and security roles within the humanitarian sector.
Demonstrate a strong background with 3-5 years of experience working in humanitarian contexts.
Excellent communication skills in written and spoken English, fluent in Arabic and Kurdish also preferred.
Proficient computer and software skills (MS Office, Google Earth, GIS)
