Job Purpose:

Planning, coordinating, implementing and monitoring all logistics activities in the project related to Water, Health and Sanitation, according to MSF protocols and standards in order to ensure an optimal running of the project

 


 

·       In collaboration with the Project Coordinator and the Logistics Coordinator, planning, elaborating and reviewing the annual budget for the Watsan activities in order to identify and give a response to the needs of the mission and the targeted population.

·       Monitoring on a day-to-day basis the implementation of the Watsan activities in the project ensuring compliance of MSF standards, protocols and procedures, and reporting to the Project Coordinator on the development of the ongoing programmes including the following:  

·       Designing, implementing and managing all Watsan interventions in the project. (including, but not limited to: water supply, excreta disposal, waste management, hygiene, and infection control

·       Conducting routine Watsan assessments in collaboration with project medical teams to identify Watsan needs at project level, and making recommendations for response activities to the line manager (e.g. Project/Field Coordinator, Watsan Coordinator/Referent/Focal Point). Ensuring the Watsan contribution to the development and planning of emergency response strategies and resources, in collaboration with the medical and logistical teams

·       Ensuring availability, proper purchasing, and appropriate technical specifications of required materials and equipment through planning, organizing and overseeing the inventory of the Watsan stock

·       In collaboration with the Project Coordinator, Logistics Coordinator and the HR Coordinator, participating in the planning and implementation of  HR associated processes (recruitment, training, briefing/debriefing, evaluation, detection of potential, development and communication) of the staff under his/her responsibility in order to ensure both the sizing and the amount of knowledge required to correctly perform all logistics activities pertaining to his area

·       Providing technical support to the medical team in identifying possible "risk factors" (e.g. behavioral practices, environmental sources of infection, and transmission routes) and offers solutions for infection control. Actively contributing to the integration of Watsan activities in the medical intervention offering project proposals and work plans.

·       Ensuring proper collection and monitoring of Watsan data. Ensuring multidisciplinary data availability. Providing analysis of data and regular reporting of results (as requested by line management)

1) Rapid context understanding
Scope
• Oversee all collective shelters and MSF supported health facilities in Qamishli.
• Map and assess population, water sources, sanitation, drainage, and hygiene conditions.
• Identify key public health risks and prepare an action plan with BOQs and rapid assessments.

Deliverable
• Weekly WatSan overview sheet with priority risks per site and an action plan tracker.

2) Basic water supply stabilization
Scope
• Verify water quantity and existing supply systems.
• Set up or improve chlorination systems.
• Start simple, routine water quality monitoring.

Deliverable
•SPHERE standard for water met, and functional water supply in all sites with regular FRC check and a weekly monitoring sheet.

3) Emergency sanitation and hygiene
Scope
• Ensure access to latrines and showers in collective shelters.
• Install basic handwashing and bathing points in line with NES WASH Cluster standards.
• Lead hygiene item content management and distribution.

Deliverable
• SPHERE standard for sanitation and handwashing coverage in each shelter with improved hygiene practices.
• Acceptable level of cleanliness in collective shelters.
• Protection and safety issues addressed through WatSan interventions.

4) Environmental health and site improvements
Scope
• Address drainage problems, stagnant water, and waste accumulation in shelters.
• Install and distribute solid waste collection bins.
• Improve privacy and safety around WatSan facilities.

Deliverable
• Clear reduction of key environmental health risks in priority shelters, confirmed through before and after site checklists.

5) Support to MSF health facilities
Scope
• Assess water, sanitation, and healthcare waste management systems.
• Ensure basic infection prevention and control measures in MSF supported facilities.

Deliverable
• Facility WatSan assessment with priority upgrades completed or planned.
• Completion report of basic IPC interventions in supported facilities.

6) Coordination and information sharing
Scope
• Attend local WatSan coordination meetings and engage with communities.
• Map WatSan actors and activities in shelters to identify gaps and early risks.
• Ensure MSF interventions remain aligned with MSF priorities and local needs.

Deliverable
• Updated map of WatSan actors and activities.
• Cost per beneficiary aligned with overall intervention in Hasaka region.

7) Monitoring and reporting
Scope
• Track core indicators: water quantity, chlorine residual, latrine ratios, and handwashing coverage.
• Compile simple weekly updates.

Deliverable
• Weekly WASH Cluster dashboard update with core indicators for all sites.

Miscellaneous

• Support exploratory assessments as the emergency evolve.
• Assess infrastructure relevant to the emergency and determine whether rehabilitation is required.
• Evaluate low cost, high impact options and propose practical, innovative interventions adapted to the context.


 

Education

·       University Bachelor Degree in STEM (Science, Technology, Engineering, and Mathematics)

·       Watsan in Emergencies Training within MSF is strongly recommended

Experience

·       Minimum 4 years of experience as WatSan Manager

·       Previous experience in NES latest IDP response

·       Desirable: experience in or familiar with implementing and promoting the use of two or more of the following activities (water supply, excreta disposal, waste and waste water management, vector control, and dead bodies management) in two or more different contexts (conflicts, natural disasters, refugee/IDP camps, etc.)

·       Desirable: public health background or experience

Language

·       English language essential; local language desirable
